Job Summary

The purpose of the role is to support the African Regional Operations (ARO) Chief Risk Officer (CRO) with the implementation and continuous improvement of the bank’s Regulatory risk frameworks, reporting requirements and engagement with regulators related to risk across the ARO10 banks. The role ensures managing risk with compliance to South African and country local regulations, drives enhancements to regulatory reporting frameworks, manages reporting engagements within agreed timelines and strengthens the regulatory posture of the group.

Job Description

The ARO Head of Regulatory Risk and Reporting is accountable for the following activities:

- Ensure that all activities and duties are carried out in full compliance with regulatory requirements, the Enterprise Risk Management Framework, Internal Policy and Standards. Provides end to end oversight of regulatory risk management including related infrastructure, frameworks and policies, etc.

Accountability: Governance
- Ensure an integrated approach is taken with regards to regulatory risk management across ARO.
- Ensure regulatory reporting and submissions are performed on time for all risk types.
- Stay up to date with regulatory changes to ensure regulatory risk activities remain appropriate and effective and emerging risks are identified timeously.
- Ensure Regulatory submissions and responses are submitted on time.
- Build framework for monthly/quarterly attestation as the case may require (e.g. CRO and CFOs)

Accountability: ARO Aggregated Risk Management and oversight
- Drive the implementation and continuous improvement of the Regulatory Risk framework as defined in the ERMF, including risk identification, assessment, management, monitoring and reporting processes.
- Ensure Regulatory Risks are appropriately managed in line with the bank’s risk appetite.
- Ensure knowledge and compliance with Regulatory requirements for risk and with all other relevant laws and legislation pertaining to the regions.
- Ensure that risk management activities are robust, thorough and complete and that risk capabilities in the region and relevant Function are developed and commensurate with risks inherent and strategy/plans
- Monitor, check and challenge the Regulatory risk profiles of the Countries / Group Functions
- Monitor adherence to the Regulatory Risk Policies and Procedures.
- Develop and maintain partnerships with key internal and external stakeholders including the Board, Management and regulators.
- Promote a risk-aware culture through training and awareness campaigns.
- Identify and assess the risks and controls related to new products, projects, systems and regulation.
- Influence behaviour to reduce risk and foster a strong risk management culture throughout the Group Function.
- Ensure risks are well managed and anticipated by monitoring and analysing trends and changes in the business and regulatory environment.
- Ensure reporting to stakeholders is timely, accurate and complete.
- Identify and respond to risks posed by Regulatory changes in ARO.

Accountability: People and Stakeholder Management
- Builds and maintain effective relationships with Regional and country stakeholders.
- Ability to lead with influence at both Centre and in-country.
- Value adding advice and contribution to the ARO and Risk Excos.
- Provides strategic input and influences decisions in key risk management committees across Absa Group representing ARO Risk.
- Coordinate requests and engagements with country regulators and industry issues and addresses key portfolio related matters.
- Influence policy and regulatory to ensure applicability for the ARO region.
- Manage all matters in the Regulatory Risk and Reporting framework at an Aggregated ARO level.
- Uplift the skills of the team by mentoring and training others, including ARO CMC and Board members.

Education
- Relevant Bachelors degree in a related field.

Preferred Experience
- At least 15 years post graduate experience in financial services
- At least 6 years of experience in risk management or related field in a leadership role
- At least 3 years of experience in regulatory reporting, together with direct/indirect engagement with regulator and the industry
- Deep understanding of Banking regulations and strong background in risk regulatory returns environment (BA200, BA600, etc).
- Proven track record of successful leadership of change and networking

Knowledge and Skills
- Stakeholder Management Skills (Advanced).
- Knowledge of banking legislation, risk regulations and industry standards
- Knowledge of strategy formulation and execution
