**Security Specialist**

**Minimum Requirements**:

- Essential: Diploma or Degree in Security or Safety Management.
- Possess an ISPS Qualification.
- Have a minimum of 5 years' experience in the field of Port Security Management.
- Must have security clearance or be willing to undergo the necessary clearance process with the intelligence service.
- Accredited with PSIRA (Private Security Industry Regulatory Authority) and hold relevant certification.
- Possess a PFSO (Port Facility Security Officer) qualification and be certified through the National Department of Transport.
- Essential: Cleared by the National Intelligence Agency (NIA) or willing and able to undergo NIA clearance for security reasons.
- Have comprehensive knowledge and understanding of the ISPS Code as well as of the Nation Ports Act.
- Valid Driver’s License and Vehicle.

**Duties and responsibilities**:

- Conduct a comprehensive security survey of the facilities, taking into consideration the relevant port facility security assessment.
- Ensure the port facility security plan is regularly updated and properly maintained.
- Conduct security risk assessments of the site every six months to identify potential risks and ensure appropriate control and mitigation measures are in place.
- Perform daily security site visits to monitor the facility's security status and promptly address any non-conformance issues.
- Maintain all security documentation, including meeting minutes and incident reports.
- Coordinate security contractor meetings, record minutes of these meetings, and act or assign findings as necessary.
- Ensure compliance with the South African Merchant Shipping Act and Regulations, including any amendments.
- Control access to the site and ensure adherence to the permit requesting system.
- Investigate and report the causes of security accidents/incidents and near misses.
- Record security incidents in the incident management system on the K2 platform and report them to the appropriate regulatory authorities.
- Ensure compliance with the Cutler Permit System, managing the process from Permit Request to Permit Approval.
- Ensure the planning and execution of an annual major emergency drill, documenting it in a report that aligns with the ISPS Code, including drills involving vessels.
- Conduct an audit of the port facility security plan to ensure its effectiveness and compliance with relevant regulations and requirements.
- Ensure that the facility's business continuity (BC) aligns with the Cutler Security Plan.
- Ensure that the Facility Security Officers (FSOs) receive adequate training on the International Ship and Port Security (ISPS) Regulations.
- Liaise with and provide advice to the HSSE Manager regarding the facility's security matters.
- Oversee the proper operation, testing, and calibration of security equipment and systems, such as CCTV cameras, to maintain their functionality and effectiveness.
- Establish and maintain a positive working relationship with the Cutler Management Board.
- Liaise with the Port Security Officer and attend Maritime Security Meetings at the Port.
- Facilitate effective communication between the security department and other departments, fostering a positive security culture throughout the organization.
- Prepare and submit monthly and quarterly reports or presentations to management regarding security-related matters.
- Provide daily Site Representative (Site Rep) reports and monthly reports to the Port Security Officer.
- Coordinate with vessel agents and the company’s Operational team to obtain accurate Estimated Time of Arrival (ETA) for all vessels. Ensure clear communication, orientation, and induction regarding Site Rules, Risks, and exposures at the company’s berths. Ensure the signing of the Declaration of Security by the Ship Security Officer.
- Participate in Berth and site walkabouts with the Transnet National Ports Authority (TNPA) or any other regulatory body to assess and ensure compliance with security requirements.
