Our client is a Governmental Organisation in the Local Government sector and they seek the services of the MANAGER: STRATEGIC SUPPORT & ANALYTICS Mpumalanga Provincial Office Provincial Office, Mbombela.

**Job Purpose**:
To provide a high quality strategic, analytics, and shared administrative support service to the cluster/ provincial office to strengthen Municipal Intelligence, communication and Monitoring and Evaluation.

POSITION CONTEXT

**Internal Operating Environment**

The current THE ORGANISATION business strategy requires a process to become more relevant and effective at representing and supporting municipalities. The incumbent is responsible to oversee various initiatives and analytics and support services which are aimed at increasing the Local Government’s municipal operational effectiveness and efficiency.

The role of the Manager: Strategic support and administration will be to facilitate business planning by preparing & delivering presentations on strategic programmes. The role is a leading support role in IGR Fora & PMAs. The incumbent is required to work closely with all stakeholders and ensure effective relationships with the office’s external stakeholders often on behalf of the Executive and Senior management.

The Manager: Strategic support and administration will be an interface between provincial offices and national cluster inclusive of Strategic, Operational and System.

The incumbent must be able to manage the research, analysis and ackaging of results by commissioning of research projects and undertaking desktop research on behalf of a cluster in line with THE ORGANISATION research agenda. By building and maintaining updated municipal profiles across the Service Delivery spectrum to inform THE ORGANISATION Service offering and delivery based on identified need.

A key requirement will be to package and disseminate research results in conjunction with Intelligence Hub and integrate knowledge into central repository) implement the Cluster business plan for the portfolio to ensure that policy and procedures are in line with overall mandate.

**External Operating Environment**

The incumbent key goal is to manage good relationships with the office’s external stakeholders on behalf of the Executive and Senior management; Strategic, Operational and System Interface between provincial offices and national clusters

The diversity of political players in local government is noted and the aim of THE ORGANISATION must be a non-partisan organisation that serves all members, regardless of the lead party.

The Manager: Strategic Support & Analytics must an understanding of national political strategies relating to the THE ORGANISATION Mandate. Knowledge of policies and governing structures of the province. A good understanding of the Public Sector and all relevant legislation and Regulations; and Policy directives (MFMA, PFMA); and working knowledge of legislative, regulatory, fiscal and policy directives governing THE ORGANISATION and LG Sector.

THE ORGANISATION is faced with a skewed dependence on member levy income whilst municipal members are faced with an ongoing shrinking envelope and an increasing demand for services against the backdrop of increasing capacity constraints and reduced household incomes due to the general economic decline. The incumbent should demonstrate a strong analytical ability towards opportunity identification and problem-solving skills and an ability to manage in a multidisciplinary environment. Decision making and sound judgement skills are imperative to the role. The Manager: Strategic Support and Analytics will play an important role in ensuring effective stakeholder management by planning and supporting role-players operating in the local government space.

KEY PERFORMANCE AREAS

Strategic and Business Planning
- Facilitate business planning; prepare & deliver presentations on strategic programmes; leading support role in IGR Fora & PMAs
Budget & SCM compliance
- Support the development of cluster budgets and forecasts. Ensure processing of cluster invoices in line with SCM requirements; Follow-up on cluster budget queries and ensure effective resolution
Stake holder Management
- Manage good relationships with the office’s external stakeholders often on behalf of the Executive and Senior management; Strategic, Operational and System Interface between provincial offices and national clusters
Governance and Risk Management
- Risk Management and Compliance monitoring coordination and consolidation of reporting for cluster/ province
Monitoring and Evaluation
- Coordinate monitoring and evaluation of performance progress against plan for impact and relevance - aligned to national directive and framework)
Research, Analysis and Packaging of Results
- Commission research projects and undertake desktop research on behalf of cluster in line with THE ORGANISATION research age
