**Programme Background**

The Urban Resilience Programme (URP) and Just Energy Transition Programme (JETP) are flagship initiatives by the FCDO in South Africa, aimed at fostering inclusive, sustainable, and climate-resilient economic development in cities. Running from August 2024 to July 2027, these programmes aim to:

- Enhance local government capability for long-term infrastructure planning, financing, and sustainable project delivery.
- Mobilize public and private investments to drive catalytic economic development.

While URP focuses on urban management, governance, and resilient infrastructure, JETP is dedicated to leveraging $9.3 billion pledged by donors to transition South Africa from coal to clean energy. These programmes operate under a single contract with separate FCDO counterparts and reporting structures.

**Role Overview**

The **Senior Manager** will oversee programme governance and operations for ASI in South Africa, acting as the key liaison for programme delivery, strategy, and financial oversight. Working closely with the Team Leader (TL), Deputy Team Leader (DTL), Programme Managers, and Technical Portfolio Lead, the Senior Manager will co-lead the Programme Management Unit (PMU) and ensure successful delivery.

**Key Responsibilities**
- Develop and oversee the overall programme work plan, including schedules and deliverables.
- Prepare and submit quarterly and annual reports, including invoices.
- Implement and enforce programme policies (procurement, travel, safeguarding, etc.).
- Quality assurance (QA) and approval of financial tracking and consortium finance reports.
- Ensure consortium compliance with FCDO supply chain requirements, including due diligence questionnaires.
- Lead risk identification and mitigation for project management-related challenges.
- Supervise the development and monitoring of budgets, work plans, and resource allocation.
- Manage PMU team members, fostering a culture of excellence and collaboration.
- Identify and pursue growth opportunities for the programme.
- Support contract extension discussions as needed.

**About You**
- This role requires a high level of responsibility and would suit someone in their mid-career with leadership experience and a relevant masters degree
- 5+ years of relevant sector experience
- Extensive experience as a project director or senior project manager overseeing large scale (£10m plus) development programming, including FCDO-funded programmes.
- Exceptional organisation skills
- Excellent written English and fluent spoken English
- Excellent interpersonal skills
