Analyst - Supervision

-The purpose of this position is to support the senior analyst to performing the supervision of the national payment system (NPS) participants and their activities in order to promote a safe, reliable and efficient payment system.
-Detailed Description
Support the senior analyst in maintaining the supervisory framework by conducting benchmarking exercises and research to ensure that the framework conforms to best practises.
- Support the senior analyst in developing a supervisory programme to plan and implement supervisory activities for the unit.
- Support the continuous improvement of the supervisory processes and updating of changes to supervisory methods and processes.
- Supervise the NPS participants and their activities, including financial market infrastructures (FMIs), financial technology (fintech) entities, payment service providers, systemically important financial institutions, systemically important payment systems, system operators, third-party payment providers, and so on.
- Support the senior analyst in preparing for briefings and developing presentations for use in meetings with applicable internal and external stakeholders, and participate in, and at times lead the meetings.
- Prepare presentations and reports for use by senior departmental stakeholders during feedback to the management of the South African Reserve Bank (SARB) and participate in and at times lead the feedback sessions.
- Conduct supervisory administrative functions as required for the division.
- Analyse supervised entities’ quantitative and qualitative data, and compile reports covering compliance, risk and governance issues.
- Share information and provide training to oversight staff on specific components of supervision.
- Lend support to the Oversight Unit of the Oversight and Supervision Division, when required.
- Engage and collaborate with other divisions within the NPSD, as well as other departments within the SARB relating to NPS supervisory matters, where required.
- Engage and collaborate with other regulatory bodies and stakeholders relating to NPS supervisory matters, where required.
- Participate in fora on behalf of the NPSD as it relates to supervisory matters.
- Contribute to the Oversight and Supervision Annual Report.
- Maintain the supervision procedure manual.
- Provide training and communication on supervisory matters, where required.
- Maintain business information systems to provide accurate and meaningful information on the payment system.
Job Requirements
a Bachelor’s degree in Commerce, Economics, Finance, Risk Management, Information Systems or an equivalent qualification in the field of specialisation; and
- five years’ experience in the banking or financial sector.

Additional requirements include:

- knowledge of the financial sector regulatory environment;
- knowledge of the payment regulatory environment;
- a working understanding of the NPS;
- sound knowledge of oversight and supervision;
- sound knowledge of research methodologies;
- proven facilitation and presentation skills;
- experience in project management and risk management;
- auditing skills;
- information system skills;
- excellent interpersonal as well as verbal and written communication skills; and
- proficiency in the use of Microsoft Office products.
