**Background**

The Furniture Industry Provident Fund of the Western Cape and Furniture Industry Bargaining Council operate under the Pension Funds Act and Department of Employment and Labour respectively.

Employers contribute on a frequent basis to both the Provident Fund (PF) and Bargaining Council (BC) on behalf of members. Each of the entities provides benefits to members that are distinct and separate. To date, an in-house developed and supported system has been used to administer both the BC and the PF. Due to the significantly changing legislative landscape, the Provident Fund will be required to be administered on a new system. The Bargaining Council may remain on the legacy platform for a time until a further decision in this regard can be made.

In order to maximise efficiency, reduce duplication and make for an easier process when dealing with members and employers, a team of administrators and accountants, oversee the administration of both the Bargaining Council and Provident Fund.

**The Provident Fund and the Bargaining Council are seeking a Head of Operations to oversee the Administration of both the Provident Fund and Bargaining Council on an end to end basis.**

**The duties of the Head of Operations would include, but are not limited to**:
1) Ensuring all monthly processes are run and managed accurately including contributions, exits and all other fund requirements in terms of the Pension Fund Act and any other legislation;
2) Set strategic goals for the team to ensure deadlines and service delivery is kept to the best possible outcomes for stakeholders;
3) Manage the day to day operations and set weekly, monthly and if necessary daily goals to meet objectives;
4) Oversee all processes, improving quality, documentation, controls and efficiency;
5) Suitably recruit, structure, manage and train the team of administrators overseeing pension fund activities;
6) Implement processes and procedures to ensure quality control, exception reporting (e.g. non-contributing employers) and reduce risks;
7) Oversee and manage the Fund and Council accounting aspects;
8) Produce management reports and tracking reports for the Board of Trustees and the Principal Officer, measuring delivery against benchmarks and timelines;
9) Liaise with employers to resolve administrative matters when escalated;
10) Ensure all Legislation requirements are met within the appropriate timeframe;
11) Work with HR to ensure the recruitment strategy is appropriate and manage the performance of existing employees;
12) Escalate and report all matters where required to the Principal Officer

13) Oversee the implementation and migration to the new pension fund administration system;
14) Liaise with fund stakeholders where required and manage external relationships: Actuary, External Auditors, Insurers, and Investment Managers.

**General**

1) Structure the teams in a manner that creates clear lines of accountability, focus and separation for the Provident Fund and Bargaining Council, whilst leveraging efficiencies where possible;
2) Implement and work on DR and BCP plans;
3) Work with IT Department to ensure IT systems, controls and IT infrastructure is appropriate, backed up etc

4) Manage and implement other legislative requirements that impact on the Fund and Council e.g. POPI,

**Key skill requirements**
- Be able to make a decision on work related matters to ensure optimisation of resources are utilised in the correct manner and under the correct cost centre.
- Be able to communicate with all stakeholders of the Fund and Bargaining Council
- Be the main point of contact between the Board of the Fund and Bargaining Council and the operations
- Must have knowledge of The Pension Fund Act, Labour Relations Act, etc.
- Must have Leadership qualities such as goal driven and people skills but are not limited to just these skills
- Must build a highly inclusive culture to ensure that all team members thrive and organizational goals can be met. To ensure retention of staff.
- Must be able to problem solve and must have a solid grasp of the operation environment they operating in.
- A keen eye for detail is important.
- Must have at least done the Trustee Toolkit and/or the Professional Principal Executive Officer Diploma.

**Experience required**
- 10+ years’ experience as a Leader/Head in an EB Administration Environment
- Tertiary financial qualification
- Systems and Legislative expertise a strong advantage
