We have a position available for a Health Policy Analyst in the Centurion area with 5 years experience, to facilitate the Prescribed Minimum Benefits review process through development of PMB definition guidelines

**Requirements**:

- A Health Sciences degree (Medicine & Surgery or Pharmacy) plus Postgraduate degree in Epidemiology or Masters’ degree in public health or public policy;
- Valid registration with a relevant professional body.

**Training and Knowledge areas**:

- Knowledge of all related legislation impacting on and influencing the functioning of the organisation (MSA, CMSLA, etc.);
- Understanding of Evidence-Based Medicine principles;
- Knowledge of research methodologies;
- Knowledge of health financing systems and economics;
- Ability to research clinical management of various conditions across various clinical fields;
- Knowledge of public and private health care including National Department of Health policies and strategic plans;
- Understanding of budget impact analysis, economic evaluation techniques, priority setting or evaluation of interventions;
- Literature searching and synthesizing research evidence; and
- Computer Literacy.

**Technical Skills and Behavioural Attributes**:

- Qualitative and Quantitative research methods;
- Analytical & proficiency in related tools (e.g. Excel, SAS, STATA or SPSS, SQL);
- Proficiency in clinical methodology & tools;
- Attention to detail, negotiation, communication, & interpersonal;
- Organising & project management;
- Problem definition, analysis & decision making; and
- Presentation & report writing.

**Responsibilities**:

- **Research and advocate various policy issues and concepts which help to improve the healthcare system. **Identify and communicate relevant information for evidence-based policy analysis and recommendations - adapt for various audiences when requested. Identify and take advantage of opportunities for advocating CMS mission statement and national policy objectives
- **Design and conduct several analytical studies to support the set objectives and plans. **Interpret data, analyse results using statistical techniques and provide ongoing reports. Identify, analyse, and interpret trends or patterns in complex data sets.
- **Examine the latest government policies and adhere to the same while making effective solutions. **Conceptualize innovative, results-oriented project study protocols/plan and holds her
- or himself accountable for outcomes. Generate new ideas and proposes new, more effective ways of conducting policy research through implementing new research methods. Imagines effective solutions to policy problems and/or policy gaps
- **Develop Prescribed Minimum Benefit definitions and guidelines. **Stakeholder consultation on proposed new benefit definitions guidelines and prioritizations;** **Engage with stakeholders through open meetings, chaired by academic health professionals;** **Compile benefit definitions guidelines based on clinical advisory committees, literature reviews, best clinical practice guidelines and in the process, consider effectiveness studies, cost-effectiveness and affordability before interventions are included; Publish benefit definitions, and invite stakeholders’ comments;** **Coordinate stakeholders’ meetings;** **Engage with comments and revise benefit definition guidelines;** **Ensure that benefit definitions guidelines are updated and publish benefit definitions guideline documents.
- **Support the PMB review process**. Establish areas in the PMB Regulations that must be reviewed and engage in consultative processes.
- Provide clinical inputs into scheme risk measurement, entry, and verification criteria.
- Provide clinical opinions on request from internal and external stakeholders.
- Provide clinical support to other business units, and participate in projects as and when required.
