**About the Position**

The Chief Financial Officer (CFO) is responsible for the development of the financial and operational strategy of Productivity SA and manages its fiscal priorities and assets (financial, infrastructure and equipment) in terms of the Public Finance Management Act, 1999 and Treasury Regulations, to achieve the entity’s goals.

**Professional & Education requirements**:

- Min: Registration as a Chartered Accountant South Africa [CA (SA)]
- Master’s Degree (NQF level 9) in Accounting, Financial Management and related fields will be an added advantage
- Knowledge of the Public Finance Management Act (PFMA) and related Treasury Regulations, including the PPPFA
- Full knowledge of GRAP
- Knowledge of the basic accounting systems, Medium Term Expenditure Framework and Budget process
- Min: 10 years management experience, 5 years of which in Senior Management in finance, accounting or economics and demonstrable evidence of managerial positions in the Public Sector
- Proven experience must include Financial Management, Audit & Risk Management, Budgeting, Revenue Management, Working Capital and Cash flow management, Supply Chain Management and IT, as well as having completed audit preparation for at least 2 completed audits
- Proven experience in maintaining unqualified audits for an institution/business.
- Proven experience and knowledge of relevant legislative frameworks.

**What you will be doing**:

- The CFO supervises the Corporate Services functions and is accountable for the Finance and Accounting functions, Administration and Supply Chain Management, ICT systems, Facilities and Building occupancy and Audit and Risk management operations of the organisation.
- He/She reports directly to the Chief Executive Officer (CEO) and directly assists the Executive Team on all Corporate Services strategic and tactical matters as they relate to the strategic vision of the organisation, including:

- Developing organisation finance strategies
- Developing financial accounting and reporting systems
- Monitoring financial performance by measuring and analysing results; reporting results; initiating corrective actions; analysing the impact of variances; and developing improvements
- Assist the CEO and the Executive Team in identifying new funding opportunities, the drafting of prospective programme budgets and determining cost effectiveness of prospective service delivery programme interventions
- Ensure adequate controls are installed and that substantiating documentation is approved and available such that all purchases may pass independent and governmental audits
- Provide the Executive Team with an operating budget
- Oversee the management and coordination of all procurement and fiscal reporting activities for the organisation including organisational revenue/expense and balance sheet reports, reports to funding agencies
- Oversee all supply chain management/purchasing
- Develop and maintain systems of internal controls to safeguard financial and physical assets of the organisation
- Oversee the production of monthly reports including reconciliations with funders as well as financial statements and cash flow projections
- Maintenance of the inventory of all fixed assets, including assets purchased with government funds (computers, etc.)
- Provide legal services for the organisation and ensure that all contracts for the organisation are monitored
- Develop and implement Information Technology Strategies
