The **Postdoctoral Fellow, Water and Climate Policy **will provide technical expertise for activities associated with water and climate policy analysis and applied, transdisciplinary scientific research in this domain. The postdoc will collaborate with multiple IWMI teams, public sector stakeholders and development partners to develop comprehensive water and climate policy analyses using appropriate research methods and make climate-related recommendations for actions, which have implications for policy and legislation, awareness campaigns, and prospective fundraising approaches, specifically for the Accelerating Impacts of the CGIAR’s climate research in Africa (AICCRA) project implemented in Zambia, and Ukama Ustawi (UU), the Regional Integrated Initiative for East and Southern Africa (ESA) implemented in 12 focus countries.

**Duties AND Responsibilities**:

- Provide cross-cutting policy analysis, engagement, and review support related to water and climate change and assess gaps in policy and opportunities to remediate. This includes policy mapping on sustainable intensification/diversification of maize-mixed systems in ESA, mechanization, enabling environment for agribusiness acceleration and value chain support, enhancing the delivery of digital agro-advisory systems, enabling environment for scaling innovations in the agrifood system to enhance climate resilience.
- Research policies, practices, or procedures for climate focused environmental management and propose new or modified policies relating to water and climate change.
- Prepare study reports, memoranda, policy briefs, and other written materials to inform government and related stakeholders of priority environmental issues, including climate change and write academic papers to communicate findings of climate-related studies.
- Analyze and distill climate-related research findings to inform legislators, regulatory agencies, and other related stakeholders of priorities.
- Make legislative recommendations related to climate change or environmental management, based on climate change policies, principles, programs, practices, and processes.
- Conduct public outreach sessions and referenda and present climate-related information at public interest, governmental, and other meetings.
- Promote initiatives to mitigate climate change with government and related stakeholders.
- Participate on committees for policy and regulatory reform, environmental policy research and educational program development.

**Additional opportunities as part of the AICCRA Project**
- Drive IWMI’s work in support of our partner, Zambia Meteorological Department (ZMD) to develop Zambia’s National Framework for Climate, Weather and Water Services (NFCWS). This includes working together with the NFCWS consultant to conduct a baseline study of climate information services in Zambia, deliver national consultation and sectoral workshops to assess sectoral needs and priorities, and review and guidance of deliverables submitted by the consultant in relation to the NFCWS process.
- Coordinate IWMI’s partnership with ZMD on multiple activities related to the delivery of climate information services and policy development in Zambia.
- Drive the development of a policy paper on systemic changes in the enabling environment to accelerate adoption and scaling of climate-smart technologies and delivery of climate information services in Zambia. This can be part desktop part
- qualitative research to identify institutional reforms and policy changes that can influence systemic changes in the enabling environment and accelerate adoption and scaling of climate-smart agriculture (CSA) technologies.

**Additional opportunities as part of the Ukama Ustawi Initiative**:

- Support the development of national resource-related indicators for two ESA countries. This will include desktop research of policies, stakeholder engagements, semi-structured interviews to determine sustainable use of resources for sustainable intensification and diversification of agriculture in these countries.
- Drive the development of the ESA Policy Hub, one of the key cross-cutting platforms under UU through activities including: concept note development, framework development, stakeholder engagement and partner coordination to deliver national policy dialogues in 4 ESA countries.
- Oversee and coordinate partner engagement and deliverable submission timelines of partners.

**Requirements**:
**Specific Experience Required**
- A PhD in public policy, political science, development studies, economics, agricultural economics, geography, environment or another closely related field
- Experience in research for development (R4D), specifically on issues relating to water and climate policy
- Demonstrable project management experience
- Familiarity with water and climate policy as they relate to agricultural systems
- Transdisciplinary methodologies in political economy, policy and institutional analysis related to sus
