**Purpose of the Job**:
To develop the Engen fleet strategy relating to investment plans for the Engen Fleet, contracting strategies for the contracted fleet, developing transport maintenance strategies and Bulk Truck Operator training programmes to ensure a cost effective, safe and reliable logistics service to meet obligations to customers on time in full.

**What you’ll have done before**:
NQF Level 7 (Degree in Supply Chain/ Transport/ Logistics or related)

10 years’ experience in Fuel industry with specific experience in Transport and Fleet management and Contracts processes

Experience in Operations/ Distribution/ Procurement processes within Petrochemical environment

Good knowledge of Workshop Management

Knowledge of HSEQ Regulations, Acts and Compliance

**What you'll be doing**:

- TRANSPORT STRATEGY DEVELOPMENT- Ensure development and execution of the Engen Fleet investment strategy and capex plans
- Develop the Contracting strategy for contracted transport and manage the tender process
- Manage the upgrade programme for the Fleet Workshops
- Prepare the training and development strategy for new bulk truck operators (BTOs)

BUDGET & COST CONTROL MANAGEMENT- Determine function budget for the year ahead and ensure accurate budget indicators and forecasts are available and adhered to
- Develop cost optimisation strategies for the fleet and contracted resources
- Project manage the procurement of new fleet and ensure that expenditure is within approved budget
- Manage cost control processes and report on budget variances
- Authorise expenditure within approved LOA’s

TRANSPORT PROCUREMENT & ENGINEERING MANAGEMENT- Lead and manage the procurement process for new Fleet
- Ensure that offers from suppliers are documented in line with required specifications
- Ensure compliance through managing post purchase audit which indicates that all specifications were adhered to
- Ensure accurate maintenance of Asset Register and effective disposal of redundant fleet (Scrapping Certificates)
- Manage the contractual relationship with 3rd Party Transporters, develop and maintain supplier database
- Ensure that capital requirements are documented, approved and clearly indicate needs analysis, designs specifications for vehicles & itemised budget for purchasing

COMPLIANCE TO STANDARDS, LEGAL & HSEQ REQUIREMENTS- Ensure that the staff is updated, trained and the resources are clearly distributed
- Ensure effective management of bi-annual audit indicating compliance, deviations or any risks identified are contained
- Provide SABS committee reports indicating new standards and procedures
- Ensure compliance to HSEQ policies and procedures
- Lead the Land Transport HSEQ programme and introduce best practices to continually improve the HSEQ performance
- Lead in incident analysis through continuous collaboration with CHSEQ and provide transport operations SME requirements for continuous improvement on operations activities

FLEET MAINTENANCE & MANAGEMENT- Ensure workshops are well equipped and processes are audited
- Establish contracts to maintain certain vehicles and ensure that the fleet is maintained
- Manage all outsources contracts for towing, breakdown response, tank inspections, vehicle certification
- Ensure bi-annual fleet/ plant audit indicating compliance/deviation

CONTRACTS MANAGEMENT- Prepare RFT documentation for transportation tenders
- Ensure preparation and completion of performance reviews for transporters
- Ensure regular monitoring of OTIF performance

STAKEHOLDER & CONTRACTOR MANAGEMENT- Engage internal customers and stakeholders on service/delivery needs
- Manage relations with external stakeholders, contractors, service providers to ensure related Contractor SLA's in place and adhered to
- Engage & consult with all stakeholders to determine timelines
