Programme Specialist

**The duties and responsibilities of the Programme Specialist will include but not limited to**:
- Develop, coordinate, and manage the Economic Strengthening Livelihoods services, related activities, Programme tracking, and reporting
- Programme implementation coordination: Able to initiate and monitor the programme against financial targets and programme milestones.
- Provide Service provider support: in programme delivery.
- Programme tracking and reporting: Able to solicit, collate and present reports on programme performance and ensure reports are completed accurately and timeously.
- Logistics and administration of all the communication to service providers, event management and filing of documentation
- Provide in-depth programmatic guidance and leadership to implementing partners and NACOSA staff to ensure programme quality.
- Monitor and analyze the programme performance of implementing partners and NACOSA staff to provide course correction where needed.
- Identify capacity needs and facilitate the provision of capacity building to implementing partners and NACOSA staff to strengthen programme quality and performance.
- Provide mentoring and coaching support to staff from implementing organisations on technical programme areas as required
- Analyse Programme performance and report to stakeholders and donors as required.
- Produce periodic reports on programme objectives, implementation plans and performance.
- Network with and build strategic alliances with relevant funded partners and relationships with key stakeholders and organisations working in the economic strengthening field in the implementation areas.
- Represent NACOSA at high level technical meetings and forums at provincial and district level
Required qualifications, skills and experience
- Bachelor’s degree or equivalent in Social Science/Public Health or Economic Development or related discipline.
- Minimum of 5 years’ experience in Programme planning, implementation, management and M&E.
- Experience in economic development sector, e.g., youth employability and entrepreneurship programmes.
- Knowledge about: The HIV/AIDS/GBV sector, knowledge of Youth Livelihoods Approaches.
- Excellent communications skills in English, including the ability to guide implementers and service providers on the programme.
- Must be analytically minded and have excellent writing skills, including the ability to compile insightful and user-friendly reports.
- Excellent computer skills (Word, Excel, PowerPoint) with experience of web-based data systems and ability to create graphs and flow diagrams.
- Must be highly organised, deadline driven and efficient with planning skills and a proactive and positive approach
- Ability to work well in a team environment, and to coordinate multiple inputs to tight deadlines, with a variety of internal and external stakeholders.
- Understanding of the NGO sector and knowledge of big donor processes/requirements will be a benefit.
- Must be a human rights advocate with excellent advocacy skills and experience.
- Valid South African driver’s license.
- Willingness to travel extensively.
