**MAIN PURPOSE OF JOB**:
To manage the day-to-day Infrastructure, general maintenance, and service providers on the Estates common properties inclusive of the community centres. Manage Resident properties under construction to ensure compliance with Planning and Aesthetics Rules. Carried out through the implementation of best practice management, financial control, capital expenditure and project management systems and procedures. In addition, attend to all rule breaches, issuing contravention notices, recording of such, and assisting residents with grievances.
**REQUIREMENTS**:
1. Appropriate Degree/National Diploma town planning/ architecture/project management or any other relevant field.
2. A minimum of 5 years proven experience within a Construction or Built Environment
3. A minimum of 3 years proven experience in the Health and Safety field
4. Practical knowledge and understanding of the Built environment.
5. Experience in procuring equipment and materials
**SKILLS AND COMPETENCIES**:
Technical knowledge and skills, Strong presentation, and communication skills; Computer literacy (MS Office); Sound interpersonal relations; Planning and organizing skills; Ability to work under pressure ,independently and as part of a team; willingness to work extra hours; problem solving, organisational and leadership skills; project management skills with a demonstrable success record.
**KEY PERFORMANCE AREAS**: The Operations and Compliance Manager will be responsible for the management of all estate common areas both the Natural and Built Environment (comprising Infrastructure and Maintenance, Building Control).
1. Action the implementation of a maintenance management plan and related systems to ensure proper planning and scheduling of all maintenance including roads, verges, buildings, swimming pools, community centres, signage, electrical, water and stormwater/sewerage infrastructure.
2. Ensure design, construction, and maintenance of buildings under construction comply with Planning and Aesthetics Rules. Conduct Site handovers and site
completions for all properties under construction. Monitor all building sites on a regular basis and report on any non-compliance.
3. On all property sales and leases, conduct inspections on buildings and report findings to the Administrator include major maintenance and non-compliant issues. Review property plans and ensure that property is built in accordance with the plan. Final inspection/sign off once owner has undertaken the work.
5. Record and review water and electricity meter readings on all common property.
6. Manage and control of the risks and requirements as defined in the Occupational Health & Safety Act.
7. Monitor and report on compliance with contract SLAs.
8. Responsible for planning and scheduling, creation and overseeing the adherence and timely completion of work carried out by service providers.
9. Implement and manage continuous improvement by highlighting deficiencies and recommending changes.
10. Establish relations with key stakeholders to ensure efficient service delivery - eThekwini Water and Sanitation, eThekwini Electrical Department, DSW, Metro Water, etc to address ongoing infrastructure issues.
11. Oversee the delivery of identified projects as required.
12. Ensure compliance of the Estate Emergency Plan.
13. Ad hoc tasks as determined from time to time.
