Contracts Manager: Procurement

**Key responsibilities include the following.**:
- managing, co-ordinating, contract drafting under the auspices of the Legal Office, reviewing and finalising contract related documents for Procurement activities including tenders. This includes maintaining a contract register for contracts the procurement function is involved with including but not limited to contracts for tenders.
- ensuring that the Procurement processes and procedures are compliant with relevant legislation and regulations, and the University’s rules, regulations, policies and procedures, and to provide expert guidance, advice pertaining to legal matters related to the Procurement function. The incumbent is expected to have knowledge and expertise in these areas.
- liaise with the University’s Legal office with respect to legal matters pertaining to the Procurement function and the setting up of standard tender related contracts/templates/terms and conditions.
- reviewing, drafting, and maintaining standard templates for the operational and tendering function. This includes drafting and reviewing the business case, operational tender templates and templates related to RFI (Request for Information), RFP (Request for Proposal), EOI (Expression of interest), RFQ (Request for Quotations) and applicable SLA (Service Level agreements) functions.
- managing accelerated procurement processes and ensuring terms and conditions are appropriately structured and that the request complies with relevant rules, policies and procedures.
- reviewing tender related documents, policies and procedures and assessing risk and compliance related to the activities.
- required to assist and perform a mentoring and/or training function with respect to contract management, scope of work, risk profiling and business case compilation, supplier performance management and suppliers negotiations. The incumbent is expected to liaise with the various departments/clients within the University.
- required to play a key role with respect to supplier negotiations related to the procurement functions of the University when requested to do so
- responsible for assisting the Head of department in the identification and management of procurement related risks and audit findings
- reviewing procurement activities including policy, procedures and documentation to strengthen governance, reduce risk and address audit findings.
- manag a senior administrator that supports the tender and contract function.
- required to assist when needed with respect to the vetting and consideration of new suppliers to the University.
- required to stand in for the Head of Procurement as and when required
**Requirements**:
- Bachelor’s degree-preferably LLB or BCom Legal with a minimum of ten (10) years of related post articles work experience;
- Relevant legal qualification with a minimum of 10 years’ experience in the legal field and contract vetting and drafting experience of at minimum 5 years.
- Knowledge expert and Understanding of Procurement and tender processes and procurement related legislation (at minimum 3 Years experience)
- Drafting procurement related contracts - acquisition of goods/services (at minimum 5(five) years’ experience)
- Ability to engage with high-level stakeholders/governance structures;
- Excellent business writing and document management skills;
- Ability to work quickly and under pressure to meet changing deadlines;
- Excellent computer and information gathering, analysis and management skills.
