MONITORING AND EVALUATION OFFICER (5-MONTH CONTRACT)

PSI’s flagship men’s program, the Mpilo Project, is recruiting new talent to support the next phase of the project.

In the previous phase, with funding from the Bill and Melinda Gates Foundation, PSI conducted extensive research and design with men and other stakeholders to understand men’s barriers to HIV services and co-create solutions to those barriers.

PSI is now embarking on a new phase that will focus on scaling and adaptive implementation of those solutions as design and piloting of new ones, with a focus on clinic and community-level interventions, as well as generation of tools, resources, and evidence that inform strategies and programs. PSI is looking for a Monitoring and Evaluation Officer to support accurate and timely data collection, capturing, analysis, and reporting in the facilities where we will be piloting and testing interventions.

The M&E Officer will be responsible for the following duties:

- Monitor implementation of field research activities including field supervision of data collectors in line with the PSI Research Tool Kit.
- Supervise data capturers and promote the use of standard tools and M&E practices across the project and coordinate the collation of data required.
- Documentation and record keeping of all evaluation activities.
- Literature reviews, desktop analyses and/or scoping reviews.
- Prepare and review reports on evaluation findings in line with approved study designs.
- Clean the raw data where needed in accordance with good data management practices.
- Write reports and provide feedback on data quality issues detected.
- Review data on coach consolidation tools to identify and address any missing data, inconsistencies, discrepancies, or errors.
- Perform data analysis with the view to provide recommendations on improvement of data quality measures and controls.
- Support facility teams on data-related elements of quality improvement plans.
- Participate in data review meetings in each facility.
- Prepare data reports (tables, charts, narratives, visuals) at regular intervals and ad hoc as needed.
- Produce reports on M&E findings and prepare presentations based on M&E data as required.
- Any other duties that may be assigned by the Learning & Adaptive Implementation Advisor and M&E Advisor.

The M&E Officer must meet the following criteria:

- University degree in Monitoring and Evaluation, Statistics, or other relevant field
- 3-5 years’ experience in monitoring and evaluation, data analysis, program research
- Proven experience with and proficiency in data analysis and the use of statistical software packages for data analysis (e.g., STATA and PowerBI)
- Familiarity with DHIS2 and Tier.Net
- Proficiency in Excel
- Ability to work well in a team environment
- Strong communication and presentation skills, both verbal and written
- Attention to detail and accuracy in quantitative analysis
- Driver’s license and ability to use own vehicle to travel between facilities (with mileage reimbursed)

Must be legally eligible to work full time in South Africa.
