**SENIOR PROGRAM OFFICER (**
**12- MONTH CONTRACT) IN THE**

**PUBLIC SERVICE ACCOUNTABILITY MONITOR (PSAM) AT RHODES UNIVERSITY**

**Purpose**:
The PSAM works across 6 countries: South Africa, Zambia, Zimbabwe, Malawi, Tanzania and Mozambique. This position falls within the
**Regional Learning Program** where the Senior Program Officer is required to enhance the capacity of supply and demand side actors (civic actors, oversight bodies and media practitioners) to more effectively engage with duty-bearers and elected representatives involved with public resource management (PRM). The purpose is to improve social accountability, governance and democracy and contribute towards the achievement of the PSAM’s objectives (as set out in its strategic plan and grant agreements concluded with funders).

**Requirements**:
Honours degree (Master’s Degree preferable) or equivalent in development studies, economics, social sciences, public administration, or law with approximately
**5 years’ relevant experience**.

**Relevant experience** includes:

- Applied knowledge of development issues, trends and approaches, particularly across multiple countries and preferably within Zambia, Malawi, Zimbabwe, Tanzania and Mozambique.
- Experience engaging and supporting both demand and supply side actors across multiple countries.
- Experience in programme management in a development organisation
- A sound understanding of monitoring and evaluation methodologies, such as Outcome Mapping or Results-based Management (RBM).
- Prior experience developing, organizing, or overseeing MEL-related training and learning events
- A good understanding of civil society organizations and the field of participatory governance.

Please note that this appointment will be made in line with the requirements of the Employment Equity Act 55 of 1998, as amended and the University’s recruitment and selection policies and equity strategies.

In terms of Immigration Legislation (Act No. 13 of 2002 & Regulations) as amended, international staff members (non-SA citizens) have to comply with the provisions of the Act.

This therefore means that the period of employment to non-SA citizens will be guided by the validity period of the work permit.

**Remuneration**
Basic salary: R41,200.00 per month.

Approx. total cost to company: R550,000 per annum (inclusive of 13th cheque and medical aid allowance).

Rhodes University has a vaccination mandate as part of its Conditions of Service. The implementation of the vaccine mandate has been held in abeyance from 01 January 2023. Should the COVID-19 situation change in a way that the number of cases of COVID-19 pose a threat to the University, the implementation of the Vaccine Mandate will be re-activated and all staff would be required to be fully vaccinated.
