**OVERALL PURPOSE OF THE JOB**

The purpose of Safety Operations is to ensure the safety and regulatory compliance of air operators, maintenance, and design organisations. The purpose of the role is to develop and execute the Aviation Safety Operations (ASO) Divisional strategy, manage, and provide oversight of various work programmes, including general aviation, airworthiness, and flight operations.

**POSITION DETAIL**

**Strategic Support and Alignment to the SACAA Director of Civil Aviation and Board**
- Provide support to the Director of Civil Aviation and SACAA Board through the identification of Aviation Safety Operations (ASO) related programs required to establish and maintain efficient, effective, and comprehensive Aviation Safety oversight in line with the SACAA’s mandate.
- Manage and ensure the development of the overall Aviation Safety Operations (ASO) strategy.
- Translate the SACAA vision and strategic objectives into Aviation Safety Operation imperatives for the following departments,
- Airworthiness Department
- Flight Operations Department
- General Aviation Department
- Ensure integration with other divisions/and or departments to effectively support the achievement of SACAA’s mandate and strategic priorities.
- Lead and manage regulatory reviews and submissions in terms of Aviation Safety developments.
- Serve as an international representation of SA interests in standards development for Aviation Safety Operations (ASO).
- Ensure consultation regarding policy development.
- Proactively research, develop and establish the specified standards to be applied in oversight, approval, and evaluation.

**Financial Management**
- Compile the Aviation Safety Operations annual budget for approval by Exco and the Board, in line with the PFMA, National Treasury Regulations and other appropriate legislation, policies and procedures and ensure management thereof.
- Manage expenditure in line with approved parameters, and report variances as required in line with the PFMA and other appropriate legislation, policies, and procedures.

**People Management**
- Manage human capital / resources effectively and ensure the implementation of development interventions for Aviation Safety Operations that are aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve employee engagement, morale, and productivity.
- Oversee the mentoring and coaching of staff on an ongoing basis to ensure an effective and efficient Aviation Safety Operations Division.
- Manage and ensure the implementation of development interventions aimed at institutionalising a high-performance culture and establishing a cohesive and positive working environment within SACAA to improve staff morale and increase productivity.

**Oversight of the Airworthiness Department **with respect to the following functions amongst others**:

- Standards establishment and issuance approvals for:
× Aircraft design organisations

× Aircraft manufacturing organisations

× Aircraft registration

× Maintenance Organisations
- Inspection for the issuance of certificates of airworthiness, export, and authority to fly.
- Issuance Type, Approval and Acceptance Certificate for Product, Part Appliance and Aircraft
- Approvals for Type Design
- Approval of Aviation Environmental Certificate (Engine Emissions and Noise)

**Oversight of the **General and Recreational Aviation Department with respect to the following functions amongst others;**
- General and recreational aviation and associated activities.
- Corporate aviation.
- Commercial operation of non-type certified aircraft.
- Oversight on small Unmanned Aircraft Systems (sUAS).
- Special air events (approval)
- Development and implementation of the general aviation safety strategy (GASS).
- Issuance of special approval relating to Private Operations.

**Oversight of the **Flight Operations Department with respect to the following functions amongst others;**
- Commercial air operators’ safety
- Helicopter operations oversight.
- Certification and continuous oversight of Remotely Piloted Aircraft Systems (RPAS) Operators.
- Continuous Oversight of Foreign Air Operators
- Technical evaluation of air service license applicants.

**Aviation Safety Operatio**ns (ASO) Promotion and Communication**
- Promote Aviation Safety Operations (ASO) to industry stakeholders.
- Ensure optimum internal and external communication on issues of Aviation Safety Operations (ASO).

**Minimum Qualification**:
Relevant NQF Level 7 Qualification and relevant aviation professional training or equivalent qualification

**Ideal Qualification**:
MBA or Relevant Post Graduate Qualification

**Experience**:
Senior Management Experience: 10 years

Aviation Experience: 10 years
