**Background to TSS**

The Technical Support Services (TSS) Activity helps USAID/Southern Africa address technical priorities and develop creative, innovative solutions to strategically allocate resources, strengthen connections with partners, and replicate best practices and effective program models. Through the TSS contract, Panagora Group augments capacity by providing technical, operational, and administrative support to USAID/Southern Africa’s portfolio. TSS deploys advisors in response to USAID requests for priority work with government stakeholders, implementing partners, and/or other entities. TSS supports USAID staff and teams to integrate creative solutions into routine work. TSS also provides international and local expertise for surge support, as needed, for USAID Program Cycle requirements, planning, development, outreach, communications, and Health Office human resource functions.

**Background**:
The integration of the HIV Investment Case outcomes into actionable budgets and resource quantification is critical to ensuring the effectiveness of HIV interventions in South Africa. This work supports the prioritization and scaling of impactful, cost-effective programs while optimizing resource allocation within budgetary constraints. The outcomes will be shared with key stakeholders, including PEPFAR/USAID, the South African Government, and the Global Fund, to inform planning and budgeting processes for upcoming financial years and submissions.

**Objective**:To transform HIV Investment Case results into operational budgets and detailed quantifications of required resources, ensuring alignment with South Africa's health system priorities and stakeholder requirements.

**The consultant will undertake the following key activities**:
1. Communicate HIV Investment Case Outcomes:

- Analyze and summarize findings to identify impactful and cost-effective interventions.
- Develop resource allocation recommendations to maximize health outcomes within budget constraints.
- Share results with key stakeholders, including:

- PEPFAR/USAID to inform COP planning.
- The South African Government to guide planning and budgeting for FY 2025/26, including Accelerator Plan 2 interventions.
- The Global Fund Country Coordinating Mechanism for use in upcoming Global Fund submissions.

2. Budget Development
- Utilize HIV Investment Case results to create budgets for FY 2025/26 and 2026/27 under the District Health Grant using the Business Plan tool.
- Include intervention unit costs and target population sizes at provincial and district levels.

3. Quantification of Resources
- Calculate precise quantities of commodities, medical equipment, personnel, and other resources needed to meet target population demands.
- Provide detailed outputs to inform operational and demand-driven programming.
- Share quantification outputs with the NDOH, PEPFAR, and other partners.

**Deliverables will include**:
1. Document with quantification of resources to guide HIV Conditional Grant Business Plans

2. Updated national and provincial budgets with the HIV Investment Case Results including quantities of resources needed

3. Presentation and stakeholder reports on Investment Case Outcomes as stated above

4. Completed budgets for FY 2025/26 and 2026/27 under the Conditional Grant framework.

5. Monthly progress meeting check-ins with USAID BHO

**Requirements**:

- Postgraduate degree in Public Health, Health Economics, Public Policy, or a related field.
- At least 7-10 years of experience in public health program financing, with a focus on HIV/AIDS interventions.
- Proven expertise in budget development, resource quantification, and the integration of investment case outcomes into actionable plans.
- Experience working with key stakeholders, including government entities, donor agencies (e.g., PEPFAR/USAID), and multilateral organizations such as the Global Fund.
- Proficiency in budget development tools, resource planning models, and financial forecasting.
- Strong analytical skills with the ability to synthesize complex data into actionable insights.
- Familiarity with South Africa's health system and the District Health Grant framework is an advantage.
- Excellent written and verbal communication skills, including the ability to present findings to diverse audiences.
- Strong interpersonal skills for effective collaboration with multi-sectoral stakeholders.
- Attention to detail and a results-driven mindset.
- Ability to work independently and manage multiple deliverables within tight timelines.
