**Main purpose of the job**:

- Serve as Deputy to the District Programme Head
- Provide oversight for the Gophelega program implementation at the District level
- In collaboration with the District Programme Head, provide strategic leadership and direction to ensure technical, programmatic, compliance, and financial integrity of the Gophelega Programme and achieve program goals, objectives, and targets determined by the Wits RHI Leadership, District and Metropolitan Departments of Health, CDC and PEPFAR

**Key performance areas**:

- Support the development and implementation of Operation Phuthuma (OP) and facility improvement strategies within national and international guidelines
- Ensure the program is technically sound, evidence-based, appropriate, and responsive to local needs
- Provide leadership in the design, analysis, and synthesis of interventions and innovations
- Ensure the quality and sustainability of interventions
- Communicate the Wits RHI program strategy to all relevant stakeholders
- Conduct program site visits and review project assessments to evaluate progress on OP and facility implementation plans
- Directly manage Programme managers and lead meetings with specialist technical teams that include Retention, Psychosocial and Innovations, Differentiated Care Model, HIV Testing Services, and Maternal, Child, and Adolescent Health and other stakeholders
- Support on-the-ground implementation of program evaluation projects and contribute to the publication and marketing of relevant evaluation projects
- Ensure compliance with the CDC Gophelega Cooperative agreement and oversight of program activities to achieve stated targets and expected results
- Support the annual work planning process in close collaboration with Technical Lead - HIV/TB Care and Treatment, District Programme Head, Gophelega Programme Head, Director - Health Programmes, CDC, District Department of Health, Metropolitan Municipality Departments of Health, and other program partners
- Mentor and support a team of highly qualified staff and align their efforts to ensure rapid and sustainable results
- Provide guidance, in collaboration with key staff to subcontractors and sub-grantees and coordinate activities with other agencies
- Support the writing and/or review of technical components of materials and publications related to this program and its development
- Ensure compliance with CDC operational policies and regulations
- Work with the Technical Head: M&E, Analytics, and Date Decision-Making, Monitoring, and Evaluation (M&E) Lead and M&E staff to develop M&E frameworks and tools to track data/results effectively
- Provide oversight and coordination to the compilation of daily, weekly, monthly, quarterly, annual, and ad hoc reports according to program requirements
- Ensure timely responses to ad hoc requests from CDC
- With the District Programme Head, ensure the programmatic and financial integrity of the program to achieve OP and facility improvement program goals, objectives, and targets
- Ensure resources for program implementation are available
- Work with finance and program staff to develop and track project budgets
- Ensure timeous submission of financial/budget reports, via WHC Finance Staff
- Develop and maintain strong working relationships and alliances with USG, the National, Provincial, and District/Municipal DoH, and other key stakeholders to maximize resources and avoid duplication of effort
- Coordinate program interventions with other USG and DOH-funded CBOs to ensure the maximal impact of interventions; Coordinate protocols and SLAs as required to ensure collaborative working
- Represent Wits RHI’s interests and present progress, achievements, and lessons learned to key stakeholders, including CDC and partners in public and professional circles through meetings, conferences, and presentations
- Advise national counterparts on technical issues and participate in relevant technical advisory groups with counterparts and partner institutions
- Communicate with all levels of Wits RHI staff about inputs and outputs
- Provide leadership and coordinate key Programme Staff and their activities; Provide coaching and support to ensure a cohesive and high-performing implementing team
- Attend to all staffing requirements and administration
- Supervise and manage the duties of subordinates to ensure optimal staff utilization and maintenance of sound labor relations
- Set and review work plans
- Perform and facilitate performance development and assessments
- Identify substandard performance by team members and take necessary corrective action
- Coach and train subordinates and team members to ensure the acquisition of knowledge and skills required by the organization
- Promote harmony, teamwork, and sharing of information

**Required minimum education and training**:

- Masters or Postgraduate Degree with experience in Public Health with specialist knowledge
