The referenced pay range represents the minimum and maximum compensation for this job. Individual annual salaries/hourly rates will be set within the job's compensation range, and will be determined by considering factors including, but not limited to, market data, education, experience, qualifications, expertise of the individual, and internal equity considerations.
Responsibilities
GENERAL PURPOSE: Maintains the seamless operation of critical utility systems, safeguarding water safety, and upholding regulatory compliance. Responsible for the design, operation, and maintenance of all underground utility systems, including hot water, chilled water, steam, condensate, domestic water, natural gas sanitary sewer, and storm sewer systems. Serves as the University's subject matter expert for water treatment, including leading and advising on-site staff to ensure the hospitals and long-term care facilities comply with water safety requirements outlined in ASHRAE 188 and NYS DOH Protection Against Legionella regulations for cooling towers and potable water systems. Facilitates compliance with new water treatment regulations such as ASHRAE 514, which builds on the foundations of Standard 188 and expands water quality and safety standards to other waterborne pathogens, chemicals, and physical hazards. Advises on the execution of the water treatment procedures and plans, internal auditing, and regulatory reporting.
Essential Functions:
- Directs the projects, University-wide, associated with Sustainability & Energy Services while maintaining communications with all clients. Responsible for the design, operations and maintenance of all underground utility systems at the University. This includes hot water, chilled water, steam, condensate, domestic water, natural gas, sanitary sewer, and storm sewer systems. Insures all maintenance and inspections are performed on systems. Develops AutoCAD drawings based on GPS survey data for CU-managed capital projects relating to the University's distribution system and insures utility maps are maintained and the geographic information system (GIS) for utilities is expanded and upgraded. Coordinates all Facilities activities related to underground utility systems.
- Develops, manages and is accountable for operating budget, both expense and capital. Develops project budgets, sets priorities, inspects and schedules all operations and maintenance requirements for all projects. Develops detailed project cost reports.
- Develops detailed project scopes, schedules and budgets for all capital projects associated with the outside plant distributed systems. Manages the design and construction of projects for all outside plant distributed systems. Solicits bids for projects and insures diversity of contractors. Approves Purchase Requisitions, reviews contractor invoices and approves invoices. Minimizes change order requests. Total budget for this work is approximately $1 million/year. Insures compliance with general, fiscal, budgetary, policy and procedural guidelines.
- Direct water treatment group for Central Plant cooling tower and potable water systems. Assure compliance with water safety requirements outlined in ASHRAE 188 and NYS DOH Protection Against Legionella regulations.
- Troubleshoot problematic meters and develop solutions that will ensure accuracy and consistency over the long term. Responsible for minimizing erroneous data, and poor customer confidence levels. Supervises assigned trade and contractor personnel. Makes recommendations on hiring, performance assessment, staff development, discipline and termination. Serves as Chair and participant on Distributed Utilities Meeting for the purpose of coordinating with MC/RC Facilities management personnel to ensure that all clients' needs are being met and that any new deficiencies are brought to light. Inform all attendees of upcoming work on the distribution system. Analyzes reports to identify, investigate and address significant deviations. Identifies trends and makes recommendations when necessary. Manages the Sustainability & Energy Services portion of the University of Rochester Dig Safe utility locating efforts. Speaks on behalf of the Director of Central Utilities at meetings for all issues related to the distributed utilities.
- Serves as the University's authority on water treatment, providing guidance and leadership to on-site staff at various University facilities. Advise and guide on-site teams to ensure healthcare institutions, including hospitals and long-term care facilities, achieve full compliance with water safety mandates outlined in ASHRAE 188 and New York State Department of Health (NYS DOH) Protection Against Legionella regulations. This extends to overseeing water safety protocols for cooling towers and potable water systems. Facilitating compliance with evolving water treatment regulations, including ASHRAE 514. This standard, a progression of Standard 188, extends water quality and safety standards to encompass diverse waterborne pathogens, chemicals, and physical hazards.
Minimum Education & Experience:
- Bachelor's degree in Mechanical or Civil Engineering and 10 years of experience in design, operations & maintenance of utility systems, heavy construction, and water treatment system required.
- Or equivalent combination of education and experience.
- Experience with the design and/or construction of HVAC or site in utilities, design & construction process, design standards/specifications/drawings, understand system operating parameters for the various systems, project documentation/as‐built, water treatment practices, and systems required.
- Preventative maintenance experience preferred.
- Experience in project management, including scope, schedules, budget, risk and coordination preferred.
Knowledge, Skills And Abilities:
- Available for on-call responsibilities and respond to emergencies 24 x 7 required.
- Demonstrated strategic, conceptual, and analytical skills, including a solid understanding of relevant construction and operations issues required.
- Ability to make decisions under difficult conditions and critical, sometimes very short timelines required.
- Up to date on all Federal, State, and University regulations, codes, and guidelines associated with the execution of responsibilities required.
- Knowledge of the economics and technologies associated with the provision of district energy services preferred.
- Excellent communication skills with the ability to interact with all levels of an energy organization, from operational management to senior leadership. Ability to easily convey complex information in presentations and high-level reporting preferred.
LICENSES AND CERTIFICATIONS:
- DL NUMBER - Driver License, Valid and in State Working telephone and a clean NYS driver's license required.
- City of Rochester plumbing license preferred.
- Engineer-in-Training certificate or Professional Engineer license preferred.
