Locations This position is with the Department of Homeland Security (DHS), within U.S. Customs and Border Protection (CBP), U.S. Border Patrol (USBP) Headquarters, Program Management Operations Directorate (PMOD), Infrastructure. Location is negotiable after selection. You must select one of the following locations: Laguna Niguel, CA; Washington, DC. Additional selections may be made for other organizational divisions and/or units within the duty location(s) listed above. Summary In this position, you will serve as the environmental subject‑matter expert (SME) managing complex planning and compliance for large border infrastructure projects, coordinating with federal, state, and tribal stakeholders and serving as Contracting Officer's Representative (COR). You will develop solutions, guide project teams, and produce/oversee environmental documents (e.g., EAs, CEs, RECs) to ensure adherence to NEPA, ESA, NHPA, Clean Air/Water Acts, and agency directives. This role mitigates legal and schedule risks, so border infrastructure is delivered on time and within budget, directly advancing CBP/USBP's mission to secure the border and safeguard the nation. Duties Managing complex environmental planning for border infrastructure. Serving as the subject‑matter expert (SME) and coordinating with the Program Management Office (PMO), federal/state agencies, and tribal nations to ensure compliance and meet timelines. Developing and overseeing environmental resource management projects and studies, providing guidance and training on compliance while preparing scopes of work, cost estimates, and informing on environmental budgets. Leading and managing supporting agencies and contractors to conduct field surveys and produce required NEPA documents such as Environmental Assessments, Categorical Exclusions, and Records of Environmental Consideration. Reviewing plans, reports, and technical guides for environmental compliance to monitor ongoing project compliance. Tracking and interpreting federal and state laws, regulations, Executive Orders, and DHS/CBP policies. Requirements You must be a U.S. Citizen to apply for this position. Qualifications Experience: You qualify for the GS‑13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as: Developing scopes of work, cost estimates, and schedules while also directing contractor field surveys and technical studies, monitoring performance, and ensuring quality/acceptance of deliverables. Assessing project impacts, developing mitigation, training and advising project managers/contractors, and resolving noncompliance issues. Advising senior leadership on regulatory impacts and preparing defensible documentation for high‑visibility projects. Applying project management practices (planning, budgeting, scheduling, risk management) to multiple concurrent environmental projects, delivering on time and within budget while coordinating among diverse internal and external stakeholders.
