Technical Advisor: National Digital Health Implementation Strategist Consultant: Technical Advisor: National Digital Health Implementation Strategist Location: Pretoria, South Africa (with frequent in-country travel) Reporting to: Chief Director: Health Systems Digital Health Duration: Secondment Consultancy (5-month period) Project Overview Palladium implements the U.S.-funded Data.FI award, a $180 million, 5-year global project serving as the U.S. Government’s primary mechanism for data, technology, and health information systems to support HIV activities across strategic PEPFAR countries. Data.FI accelerates data utilization, and strengthens health information systems, contributing to epidemic control and sustainability. Role Summary Palladium seeks a Technical Advisor: National Digital Health Implementation Strategist to provide technical assistance to the National Department of Health (NDoH) in the implementation of its Digital Health Strategy. This role will be seconded to the National Department of Health Digital Health Unit (NDOH DHU), focusing on activities related to the National Digital Health Strategy for 2025–2030. The Advisor will ensure implementation alignment with national and international legislation, integrate best practices, and foster stakeholder collaboration through engagements on implementation. Key Responsibilities Support NDOH in developing national and provincial level implementation plans in meeting the goals of the National Digital Health Strategy. Ensure all implementation plans follow best practice with regards to M&E, such as SMART objectives where agreed. Advise NDOH on incorporating global best practices into implementation strategy design and development. Research and present on implementing global digital health initiatives and technology trends in a clear, accessible format. Support any required or requested capacity-building activities aligned with implementation of the Strategy. Required Qualifications Advanced degree in Public Health, Epidemiology, Health Informatics, or related field. Minimum 10 years of experience with strategic public healthcare information systems in South Africa or similar regional contexts. Demonstrated experience with M&E planning and implementation in public health environments. In-depth knowledge of South African digital health and health information initiatives (e.g., NHI). A broad knowledge of South African health legislation is a plus. Strong communication and presentation skills, with ability to simplify complex technical concepts for diverse audiences. Proven ability to collaborate with cross-functional teams and stakeholders. Excellent organizational skills and ability to manage multiple priorities. Demonstrated experience engaging with South African Department of Health officials and partner organizations.
