Overview Position: Program Officer – Community System Strengthening/Community-Led Monitoring (X2) Reporting: Reports to the Technical Lead, CSS Duration: October 2025 – 31 March 2026 (extension dependent on funding availability) Organisation: Centre for Community Impact (CCI) Location: Pretoria, South Africa Organisation background: CCI is a local Health and Social Behaviour Change and Communication organisation registered as an NPO. The mission is to translate evidence into action to address gender equality, HIV, health, climate crisis and other social development challenges, upholding human rights and fostering resilient communities. Position Summary: The Program Officer – CSS/CLM supports the implementation of the CSS program in line with the GF Modular Framework, and supports community-led monitoring and human rights and gender programs in supported districts. The role involves engagement with government departments, civil society, key population networks, multi-sectoral community leaders and SRs at district and provincial levels. The role is aligned to Medium Size Organisations (MSOs) and CLM network geographical arrangements and supports implementation of key priorities under Global Fund for SA. Key attributes include strong communication, CSS/CLM knowledge, stakeholder engagement and management skills. Responsibilities Programme Coordination and Oversight: support the implementation of CSS/CLM activities in line with GC7 grant targets and timelines; coordinate district-level planning, implementation, and reviews; monitor partner performance and provide management support; conduct weekly and monthly reviews of activities, expenditure, and outputs; ensure alignment to Global Fund GC7 priorities, CSF priorities and NSP priorities. Capacity Building and Quality Assurance: facilitate needs-based training for MSOs and CLM networks; ensure completion of POEs for accredited trainings; conduct supportive supervision and field quality assessments; provide technical guidance on human rights, KP demand creation, social mobilization and referrals; work with CLM networks and MSOs to improve quality and service integration. Monitoring, Evaluation & Reporting: track progress using Global Fund M&E indicators and tools; collate and submit weekly, monthly and quarterly reports; verify data accuracy with MSOs and CLM Network teams; document lessons learned and best practices; monitor budgets against deliverables and support corrective actions as needed. Human Rights and Advocacy Support: coordinate identification, documentation and referral of human rights violations; liaise with the Human Rights and Gender team for demand creation activities; facilitate community dialogues and sensitization to reduce stigma, discrimination and rights violations; support CLM networks in community engagement and feedback sessions. Stakeholder Engagement and Representation: represent CCI at District AIDS Council, Local AIDS Council and Provincial Council on AIDS meetings; maintain collaboration with provincial and district health offices, law enforcement and civil society; map and disseminate service delivery points and programme reach; foster partnerships to improve access and sustainability. Logistics and Operations: support coordination of logistics for training, outreach and campaigns; work with the admin team to ensure procurement and travel align with activity plans. Qualifications and Experience Bachelor’s degree in Public Health, Social Sciences, Development Studies or related field. Additional qualifications in project management, policy advocacy or monitoring and evaluation are advantageous. At least 5 years’ experience in implementing HIV programs. Experience with donor-funded programs (Global Fund, PEPFAR). Experience working with provincial coordination structures and civil society organisations in South Africa, focusing on community interventions. Strong understanding of national and international frameworks governing community improvement. Strong analytical skills with the ability to translate data into actionable insights; excellent verbal and written communication skills including high-quality technical reports and advocacy materials. Cultural sensitivity and ability to work with diverse communities; strong organisational and time-management skills; ability to manage multiple priorities and deadlines. Valid driver’s licence without endorsements and willingness to travel extensively within South Africa.
