This position provides technical support for information systems, data management, andreporting, as well as contributing to the overall strategic direction of the organization's ICTinfrastructure. The incumbent will ensure technical input and guidance for the implementation ofGlobal Fund grants, ensuring alignment with Global Fund rules and procedures. Develops andmaintains systems for collecting, analyzing, and reporting on program data, ensuring accuracy andconsistency across various sources. Collaborating with the Monitoring and Evaluation (M&E) team toanalyze project results, incorporate lessons learned, and develop strategies for informationdissemination. In summary, the ICT Specialist acts as a bridge between technology and theimplementation of Global Fund programs, ensuring that information systems effectively support theorganization's goals and objectivesICT Management• Develop and implement CCI’s ICT strategy and be proactively involved in developing andimproving CCI’s systems, processes, and technical documentation with an ICT interface.• Oversee all software and hardware procurement (supported by the Procurement Office),maintenance, and usage.• Maintain CCI’s IT asset databases, ensuring hardware and software records are alwayscurrent, and administer CCI’s domain and cloud systems.• Provide informal training to CCI’s users on an individual or group basis as needed.• Be a proactive member of CCI’s internal working groups with IT interface (such as theMonitoring and Evaluation Team, and the Communications Team)IT Admin & Support• Ensure the provision of expert technical support to CCI’s users through desk-side, remotesupport, liaising with all staff.• Manage user-administration tasks and provide IT induction training for new CCI staff.• Develop and maintain up-to-date records of ticket requests via CCI’s IT helpdesk system.• Act as a technical expert resource, providing system support and guidance as needed to CCI’sGlobal Fund programmes.IT Projects• Manage end-to-end delivery of assigned IT projects.• Ensure that projects are delivered on time and within budget to the correct qualityrequirements.• Provide system testing and/or first line user-support where projects require new systems andprocesses through the project’s life cycle.• Ensure that all projects and, where applicable, users adhere to data security standards in linewith CCI’s policies and industry best practices.• Support transition of project support into business-as-usual operations on the conclusion of aproject.• Report on all assigned projects, including risk escalation and management, as well as statusreports and internal communications.• Develop the use of automation to enhance the efficiency of internal systems and processes.Cyber security• Working closely with CCI’s Service Providers, lead the optimisation of cyber security, includingin challenging contexts.• Play an active role in managing cyber risk, including ensuring the rollout of appropriatetraining and having appropriate policies and procedures in place with regular testing.Day to Day Support• Manage the ICT Officer and ensure his/her performance management is administered asexpected.• Assist all staff in troubleshooting all ICT related matters.• Lead the support of HQ end users on ICT related issues, including: computer installation,configuration, and first level-repairs; network connectivity problems; coordination of repairservices; and support for UNFPA standard software (MS Office, Web Mail/calendar, End-usersecurity tools, etc.)• Ensure that staff are assisted with mobility and relocation, including data transfer, fileconversion, system reconfiguration, application and licenses access.• Manage ServiceDesk log, reports and knowledge data base on ICT related issues.• Collaborate with the service providers in the installation of commercial and corporatesoftware and related upgrades.• Identify installation options specific to the office’s needs.• Manage the installation, configuration and testing of new hardware and software.• Coordinate with vendors on implementing and maintaining ICT software and licensing.• Ensure the maintenance of network profiles, user groups, printer queues, printer servers, andlogin scripts is done through the support of the ICT Officer.• Advise and assist users in cloud backup procedures.• Manage all insurance claims for CCI’s ICT infrastructure.• Document hardware configuration and support procedures, develop and maintain technicalinstructions and user guides.• Provide basic ICT training to the staff.• Maintain HQ ICT asset register, ensuring all assets are tagged and accurately recorded in theregister and asset decommissioning. Assist in tracking and managing all Global Fund ICT assetsand equipment under CCI and its sub recipients.• Perform other related duties as may be required.Qualifications and Experience• Relevant ICT Degree or a related qualification.• At least 5 years of professional experience in a similar role.Key Competencies• 5 years of experience in the support of ICT Systems and Software.• Minimum 3 years in implementing and supporting cloud-based business supporting suite.• Direct experience in supporting Microsoft 365 in a business/workspace is desirable.• Proficient in the use of main computer hardware manufacturer, such as Apple, DELL, Lenovo,HP.• Knowledge and experience with Microsoft Active Directory system.• Excellent knowledge of Microsoft Office, including Word, Excel, PowerPoint, MS Project.• Ability to quickly resolve systems/hardware/software problems.• Ability to implement IT training plans.• Demonstrated ability to build and manage project plans.• Ability to think and work logically and work precisely with attention to detail• Ability to write clearly and concisely• Initiative, sound judgment and demonstrated ability to work harmoniously with staffmembers of different national and cultural backgroundsNOTE: This job description is not intended to be all-inclusive.
