Key functions:
- Set direction for the HR & Administration support functions and develop operational and business plans.
- Manage, monitor, and control HR & Administration performance to plan.
- Manage the performance of direct reports in a manner that creates a culture of high performance
- Manage, implement, and comply with regulatory and legislative arrangements and reporting requirements for HRM.
- Provide technical and sound advice to management in matters related to HRM, Administration and Facilities.
- Manage, monitor, evaluate and control HR information systems (HRIS).
- Manage, monitor, evaluate and control people change management activities which optimize organizational development implementation success.
- Develop and manage the QCTO’s talent management.
- Maintain and ensure compliance with relevant policies, procedures and frameworks.
- Manage human and financial resources of HR Functions.
- Budgetary planning, and monitoring of expenditure for the HRM Unit.
- Manage all HR Committees, play an effective role in the HR committees, and prepare quarterly committee reports.
- Manage budget allocation to enable performance against the operational plan.
- Participate as an active member of the QCTO management team.
- Prepare Monthly/Quarterly/Annual reports and make presentations as required
- Development and review of Policies and Procedures related to HRM, to ensure they remain relevant.
- Educate management and employees on policies, procedures, collective agreements, and relevant legislation continuously.
- Managing the Collective Bargaining processes in the QCTO.
- Analyse, evaluate, and implement arbitration and pre-dismissal arbitration awards to determine possible grounds for rescission or review.
- Provide procedural advice for incapacity investigations and advise management on work adaptations and alternative work options.
- Analysing labour cases, settlement agreements drafted by CCMA in order to assess the practical implications, risks and possible liabilities in liaison with the Legal Unit.
- Advise management on the process and substantive aspects of grievance management in terms of the procedure and substantive aspects of disciplinary action for misconduct.
- Manage and facilitate end-to-end disciplinary processes in liaison with line management and represent the employer at external tribunals (CCMA or Labour Court) on assigned cases.
- Provide Labour Relations advice and represent the QCTO at the CCMA and Labour Court.
- Determining management strategies and options during conciliation and mediation proceedings.
Job Requirements
- A minimum of a recognized three (3) years Bachelor’s Degree (Minimum NQF level 7) in Human Resources Management registered with the South African Qualifications Authority (SAQA).
- Minimum of six (06) years collective experience as Generalist in Human Resources Management and Labour Relations management.
- An additional minimum 3 years of people management experience/Supervisory experience
- A Valid driver’s license.
- Active Membership with a recognised Human Resources Management Professional body
- Must have knowledge and exposure of Public Service, QCTO mandates and strategies, education system and pedagogy, Post school education framework, relevant Government wide legislation e.g. National Qualifications Framework Act, Skills Development Act and National Skills Development Strategy III.
- Must have skills in applied strategic and operational thinking, Budgeting and financial management, Problem solving and analysis, Communication, Stakeholder engagement and management, Policy development and management, Quality management.
- Experience in HR management and development.
- Experience in managing Labour Relations.
- Advanced computer literacy and proficiency in the full suite of Microsoft (Outlook, Word, Excel, PowerPoint) and Office 365.
- Experience in payroll systems is Mandatory (VIP and ESS).
- Solid background and experience in Labour Relations Management and excellent negotiations skills.
- Leadership and strategic thinking to engage constructively with executive and senior management.
- In-depth knowledge of HRM regulations, extensive knowledge and experience in labour legislation, formulation and interpretation of HR policies, remuneration and benefits administration, organisational development, and HR information management.
- Must have skills in problem solving and analysis, communication, stakeholder engagement, data management, remuneration structuring, risk management and HR records management.
- Must have knowledge, competencies, and skills in the Public Service, QCTO Mandate and Strategies, Relevant Government Legislations, QCTO Business Strategies and Goals, QCTO Business Processes and Value Chain, Project Management, Batho Pele Principles, Planning and Organizing, Communication Management, Stakeholder Engagement, Quality Management, Business Writing Skills, Precise Reporting Skills, Logical and concise Verbal and Written Communication Skills, Strategic thinking, and Capability.
- Excellent work ethics, adherence to relevant QCTO Policies and ability to implement them, Ambitious and Results-Driven, Enthusiastic stakeholder liaison abilities, Flexible with regards to Change Management, Ability to manage, interpret and analyse information are the required mandatory attributes.
