The main purpose of this position is to supervise the execution of the strategic sourcing function within the information technology (IT) category, in accordance with the South African Reserve Bank (SARB) Group Procurement and Supplier Management Policy, to ensure the validity, timeliness, accuracy, good governance and due diligence of sourcing transactions.

Detailed Description

Plan and/or prioritise work for self and others in the team, using guidance from the Strategic Sourcing Manager where applicable and own discretion.


  • Ensure adherence to controls and that work is performed within established practices, given processes, rules and regulations by ensuring compliance with standards, policies and other guidelines.
  • Supervise and perform the sourcing of goods and services, which includes but is not limited to conducting market research; preparing tenders as well as requests for proposals, quotations and information (RFXs); evaluating bids and commercial negotiations; making recommendations for supplier awards; and preparing and presenting submissions to relevant committees.
  • Supervise the IT category sourcing activities in accordance with the SARB Group Procurement and Supplier Management Policy and general administrative processes to ensure validity, timeliness, accuracy and completeness.
  • Review and authorise RFXs and recommendations for supplier awards within the delegation of authority.
  • Collate and analyse spend data in respect of goods and services within the IT category to develop demand plans to ensure adequate resource planning as well as the development of category strategies for category management, process improvement and reporting for management purposes.
  • Analyse and compile management information relating to the IT category for reporting purposes.
  • Manage relationships within the IT category, and lead and participate in internal and external stakeholder engagements.
  • Actively participate in activities/engagements that aim to continually improve systems, processes and procedures within the department.
  • Manage the performance and development of team members and provide ongoing onthejob training and longterm career management support.
  • Collaborate with other procurement sections to ensure operational alignment in driving the overall procurement strategy.
Job Requirements
a Bachelor's degree (NQF 7) in Commerce or Supply Chain Management, or an equivalent qualification; and
- at least seven to eight years' experience, of which three years should be in a supervisory capacity.
