The Strategic Fuel Fund Association (SFF), a subsidiary of the Central Energy Fund (CEF), manages crude oil storage facilities in the Western Cape, and environmental protection against oil pollution.


Key Responsibilities

  • Assist with administering bids, tenders and RFQ's/RFP's
  • Compiling RFP/RFQ documents
  • Coordinate and attend briefing sessions
  • Mark and correctly place Tender box for specific open projects
  • Open the tender box and compile register of bids
  • Closing of tender and recording of all bids
  • Compile bid documents and bid packs for Bid committees
  • Review and evaluate bid documents for compliance with bid requirements
  • Assist with the preparation of Bid Committee reports with recommendations.
  • Prepare letters of regret or award to all bidders
  • Keep records of all documents
  • Coordinate the project/service inception meeting with successful bidders
  • Assist in compiling priority list for procurement plans
  • Assist with sourcing of quotations from services providers/buyers
  • Provide advice and support to end users and vendors
  • Maintain proper audit trail and compliance
  • Handle procurement queries from staff, vendors and internal auditors
  • Followup with suppliers on all due orders notifying the endusers of potential problems
  • Conduct Spend analysis and report
  • Receive and capture requisitions
  • Solicit quotations from suppliers on the database as per specifications
  • Select the best quotes by inviting more than three suppliers
  • Develop templates used for relevant procurement procedures
  • Follow up on procurement plan submissions and report to Procurement Manager
  • Assist with verifying budget availability for submitted budget plans
  • Assist with preparation of a weekly procurement schedule based on the approved quarterly procurement consolidated plan
  • Assist with monthly reporting on Procurement activities
  • File procurement records and keep them uptodate (e.g. legislative documents, SBD, TCC, RFQ
  • Coordinate procurement process in line with applicable policies and procedures including treasury regulations and all applicable legislation

Qualifications and experience

  • National Diploma, Degree in Supply Chain Management or equivalent
  • Computer literate;
  • Presentation skills;
  • Report writing;
