Position Summary


The Deputy Chief of Party (DCoP): Technical will work with the Chief of Party (CoP) to provide leadership and guidance in support of day-to-day management and quality of technical activity implementation.

They will provide management of all technical aspects of the project including technical direction; quality control and assurance of deliverables; supervision of staff, consultants, and local subcontractors; and reporting, in compliance with Panagora and United Stated Government (USG) policies and procedures.

This is a demanding, fast-paced position, and the DCoP will be responsible for providing creative approaches to help USAID Health Offices to optimize their performance.


The DCoP:

Technical will also work closely and in collaboration with the DCoP: Operations and the CoP to ensure smooth running of the TSS Activity.

The DCoPs collaborate together across technical operations (finance, HR, procurement, logistics) to ensure integration and effective implementation.

The DCoP:
Technical will serve as the CoP in her absence.

Primary Responsibilities

Activities include, but are not limited to:

  • Support the CoP to provide strategic leadership and technical support to USAID and the TSS Activity.
  • Oversee technical implementation of activities from startup to closure, ensuring daytoday deliverables are produced and submitted on time and to high quality.
  • Provide overall leadership and guidance to the senior technical team, technical staff, consultants, and subcontractors, including priority implementation areas and integration across TSS.
  • Supervise the senior project officers/team leads and manage performance.
  • Lead team meetings across the TSS Activity to strengthen the full project cycle of planning, implementation, and reporting.
  • Support capacity and knowledge building of USAID counterparts and TSS staff and consultants through onthejob training, knowledge sharing workshops, and mentoring.
  • Coordinate with the CoP, DCoP: Operations, Panagora's home office, local partners, USAID, and other key stakeholders to develop and implement the project's strategic short and longterm vision.
  • Support the CoP in partner relationships, subcontract management, and capacity building of partners and local stakeholders.
  • Facilitate meeting and planning sessions between Panagora and USAID, engaging strategically on USAID's needs and requests, Panagora's role, and the resources needed to complete the task, subsequently coordinating the development of scopes of work for implementation.
  • Identify issues and risks related to project implementation in a timely manner and make appropriate program adjustments.
  • Represent the CoP, as necessary, to USAID, implementing partners, host country governments, project stakeholders, and counterparts in the public and private sectors.
  • Serve as the CoP in her absence.
  • Other tasks as assigned.

Requirements:

  • A minimum of a master's degree in public health, health administration, management, social work, or business administration, or equivalent experience.
  • A minimum of seven years of experience with progressively increasing responsibility managing development programs involving multiple partners and stakeholders in a developing country context.
  • A minimum of three years of prior experience as a Deputy Program Director, Deputy Chief of Party, or departmental lead role of a program or activity funded by USAID or PEPFAR, preferred.
  • Demonstrated ability to establish and maintain productive working relationships with a wide network of partners and stakeholders.
  • Demonstrated ability to liaise with senior government officials, dignitaries, executives of nongovernmental organizations and/or the forprofit business community, and senior members of the donor community.
  • Demonstrated technical expertise in one or more of the TSS technical areas.
  • Excellent attention to detail and ability to operate in a fastpaced, dynamic, multicultural environment.
