Qualification Requirements:

  • A degree in Supply Chain Management / Local Government Finance or BTech in Logistics, Purchasing management / BCom.
  • Minimum Competency level in Municipal Finance is a requirement.
  • 8 years relevant experience in Supply Chain Management, of which 3 must have been at a supervisory level.

Knowledge & Skills:

  • Sound analytical, interpretive, and high-level communication skills.
  • A proven track record of the ability to multitask and manage change, strategic planning, business processes and efficiency, development and implementation of monitoring and evaluation systems.
  • Policy formulation and analysis skills.
  • Research and report writing skills.
  • Problem solving skills, organisational skills.
  • Planning and stakeholder relationship skills, including the ability to liaise and operate within the intergovernmental context.
  • Knowledge of the Municipal Finance Management Act (MFMA) and Supply Chain Regulation.
  • Knowledge of procurement systems, stores management systems & contract law.

Duties:

  • Lead the development of systems, processes, and mechanisms to ensure: the implementation of supply chain policies, procedures, and systems to form part of council's financial policy.
  • TO ensure that the unit operates independently as required by the MFMA
  • To ensure that the process of bidding is fair, transparent, open and cost effective according to legislation.
  • Manage legislative Requirements In respect of supply chain.
  • Serve as a permanent advisor on procurement bid adjudication committee as approved by council.
  • To ensure that Adjudication Committee are properly advised before decision making.
