The SAMRC's Burden of Disease Research Unit requires a suitably qualified and experienced Chief Officer.

The Chief Officer is needed to oversee all financial management activities and managing the provision of professional support services to the Unit.

Internally this includes the preparation of the annual budget and spending projections, the implementation of systems and administration of project budgets, financial planning with research managers and managing administrative support within the Unit.

Externally the Chief Officer will liaise with the SAMRC finance department, supply chain management and the contract and budgets office.

Oversight, supervision, and coordination of duties for administrative staff in the Unit is required. The post also requires participation in the development and administration of department goals, objectives, and procedures.

The Chief Officer will be expected to provide support to the Director, Deputy Directors, and research team in the Unit.


Responsibilities:

Administration and Coordination

  • Provide professional support and manage the daytoday logístical administrative and operational aspects of BODRU and to provide professional support to executive managers.
  • Monitoring staff contracts.
  • Communication with key internal and external stakeholders.
  • Arrange and coordinate Unit meetings, seminars, training, workshop, and conferences.
  • HR oversight (recruitment process, timesheets, leave monitoring and contract payments).
  • Management of BODRU assets, liaising with Assets Management and Finance regarding replacements and asset writeoffs.
  • Coordinate local and international travel arrangements and ensure all is in order.
  • Supervision, mentoring, coaching, task delegation and set project deadlines for the admin team.

Financial management and co-ordination

  • Reporting capital expenditure, income, and all transactions.
  • Preparations of Journals for Finance/Contracts.
  • Preparing and presenting draft annual budgets and spending projections to the Unit Director and Deputy Directors.
  • Processing of grants and contracts and monitoring progress.
  • Liaise with and review budgets and expenditure as necessary with the Unit Director and prepare monthly reports as required.
  • Performing diverse bookkeeping and financial duties including invoicing and reconciliation of payments.
  • Supervise and ensure that payments are done in time, within budgets.
  • Engage with international stakeholders in operational aspects of projects such as providing reports, financial reports, raising and paying invoices.
  • Compiling and updating financial reports as per project leader and funders requirements.
  • Preparing budget uploads on the SAMRC Procurement system.

Core Requirements:

  • Diploma or Advanced certificate in office administration/business marketing management, or similar
  • Minimum of 4years administrative, financial and project management experience at a highlevel in a research institute.
  • Familiarly with the PFMA financial, administrative, and legal procedures.
  • Proven track record in financial management, and preparation and monitoring of large amounts of external funding.
  • Basic bookkeeping experience.
  • Communication written and verbal professional Communication with Senior Management
  • Stakeholder relations.
  • Advanced experience in MS Excel, proficiency in MS word and PowerPoint.

Advantageous:

  • Degree or Advanced Diploma in office administration/business marketing management, or similar
  • A minimum of 3 year's administrative, financial and project management experience with the SAMRC
  • Knowledge of SAMRC Supply Chain Management, Contracts and Budgets, Finance, and other corporate support Protocols.
  • JDE and QlikView Knowledge.
  • Demonstrate competence in the areas related to the overall effective functioning of the office at an executive level, i.e., administration, communication, project, and time management.
  • Ability to prepare budgets, budget projections and staffing scenarios in an uncertain funding environment.
A salary in the region of R per annum, cost-to-company, will be negotiated in consideration of experience and qualifications.
