The SED (Socio-Economic Development) Manager role is a strategic alliance management function located within the Independent Power Producer Office (IPPO).


The IPPO was established in 2010 to provide rapid solutions to South Africa's severe electricity supply constraints, by procuring new energy generation capacity from Independent Power Producers (IPPs).

The IPPO was created as a project office hosted by the Development Bank of Southern Africa (DBSA) under a Memorandum of Agreement (MoA) between the Department of Mineral Resources and Energy (DMRE), National Treasury and the DBSA.

The mandate of the IPP Office is to provide specialised services to government, including a) IPP Energy Procurement Management, b) Monitoring, Evaluation and Contract Management, and c) Professional Advisory Services. The IPPO's skills, expertise and success in mobilising and delivering on time is recognised domestically and globally.


The role has been necessitated for the purpose of analysing, researching, providing strategic advice and input into the developmental aspects of the IPPP Programme and all work carried out by the IPP Office, with a view to optimise the developmental potential and beneficiation of the IPPP Programme, whilst ensuring its contribution to economic transformation and socio-economic development in South Africa.


Reporting to the Head:

Economics, the SED Manager will be responsible for the overall management of oversight on the Socio-Economic Development (SED) and Enterprise Development (EnD) aspects of the procurement programmes.


The SED Manager will further identify, mobilise and manage the appropriate personnel, project resources, ensuring appropriate governance is maintained throughout, and manage all stakeholder relation expectations.


Key Responsibilities:

The SED Manager will be responsible for:

  • Provide strategic conceptualisation and advisory to the Economic Development (ED), and in particular, the Socio-Economic Development (SED) and Enterprise Development (EnD) aspects of the IPPP Programme.
Play a key role in the formulation of the Economic Development (ED) components of the IPPP Programme.

Engage with IPPs and other stakeholders (including the DTI) in the review of the Economic Development framework of IPPP Programmes.

Determine the critical ED elements that must be incorporated in the ED Framework, in each Bid Window, taking into account current B-BBEE legislation and outcomes of market consultations.


  • Facilitate and provide oversight on the developmental impact of the IPPP Programme and provide advice on its long-term strategic direction.


From time to time, facilitate impact assessment studies on the SED and EnD work and contributions of IPPs to determine the difference they are making on community development, poverty alleviation and national development goals.


  • Prepare briefing, concept and advisory notes on the developmental aspects of the IPPP Programme for IPP Office Senior Management and Ministry Officials to facilitate their stakeholder engagement in the broad sphere of energy and development.
Draft notes, papers, etc.

for IPP Office senior management and/or Department of Energy to provide status and showcase the developmental achievements of the IPPP Programme, from time to time, as required.


  • Undertake stakeholder engagement with critical role players in the energy supply value chain on the developmental aspects of the IPPP Programme and overall work of the IPP Office, including showcasing achievements, lessons learnt and learning from others' experiences and knowledge.


Communicate the developmental gains attained by the IPPP Programme in various fora, including assisting the Stakeholder Engagement Department of the IPP Office to conduct public relations and communicate the purpose and developmental gains of the IPPP Programme.


  • Partner with research, policy and International Development Cooperating Partners, as well as other sector representatives, Government Departments, organs of state, NGOs, corporations and other developmental institutions to facilitate research, collaboration, identification of best practice and replication of the developmental aspects of the IPPP Programme, with a view to combat poverty and promote inclusive growth in the country.
Jointly plan and design projects with external partners (e.g. USAID, Innovation Hub, CSIR, Wind Energy Forum, etc.) to solve key bottlenecks in the implementation of Economic Development (e.g. SED, EnD, local content, etc.) and identify appropriate solutions that can be a basis for best practice in current and future Bid Windows.

  • Develop and manage knowledge around Broad-Based Black Economic Empowerment (B-BBEE) and the gender dimensions of the IPPP Programme.
Analysis of current B-BBEE and gender policy and legislation.
Facilitate the drafting of consistent and appropriate ED frameworks for each Bid Window (either internally or through consultants/knowledge experts).
