Organizational Context:


The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world's largest humanitarian organization, with a network of 192-member National Societies.

The overall aim of IFRC is "to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by National Societies with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world." IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises.


IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC).

The work of IFRC is guided by the following fundamental principles:
humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.

IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland.

The Headquarters are organized into three main Divisions:
(i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.

IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegation and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.


The Head of Delegation (HoD) is the senior representative of the Secretariat and the director of operations (if any) with clear authority for management and accountability.

Under the direction and guidance of the Regional Director, he/she will facilitate coordination and technical assistance within the Federation as regards the delegation and between the Federation and the respective National Society (NS) in the country.


Although some countries in the region have succeeded in reaching middle-income status, poverty and vulnerability remain high., making humanitarian and developmental activities very important.

This rise in urbanisation means more young people are living in towns where employment opportunities are limited.

Every year, the countries in the sub region are adversely affected by both human induced and natural disasters such as drought and floods, as well as trans-boundary and socio-economic crises.

These hazardous events result in loss of lives, assets, livelihoods and damage to the environment, leading to weakened food and nutrition security, fragile environments, forced migration, health risks, increased vulnerability and poverty for those living in in the sub region.

This has been further exacerbated due to the ongoing COVID-19, pandemic which combined with pre-existing vulnerabilities and concomitant emergencies is predicted to push millions of people into extreme poverty.


As part of the Africa Region, the Cluster Delegation for Botswana, Eswatini, Lesotho, Namibia and South Africa will facilitate sub-regional cooperation for ongoing emergency operations and provide direct support to Botswana, Eswatini, Lesotho, Namibia and South Africa and their National Societies.

The central thematic focus of this Country Cluster Delegation will be on National Society Development, Disaster Risk Management, Health, Partnerships and implementation of the Agenda for Renewal and the Pan African initiatives.

South Africa has many cooperate headquarters as well as diplomatic missions. The delegation will support advocacy, resource development and enhance partnerships with and for the National Societies.

This position reports directly to the Regional Director and is based in Pretoria, South Africa.

Job Purpose:


The Head of the Country Cluster Delegation for Botswana, Eswatini, Lesotho, Namibia and South Africa is the senior Secretariat representative and business manager with delegated authority and responsibility from the Secretary general whose main purpose is to lead IFRC support to the relevant National Society (NS) with a strong focus on the delivery of results and impact, as framed by _Strategy 2030_ and its enablers (engagement, accountability, and trust), and as reflected in the IFRC's _Agenda for Renewal_.
