The purpose of this position is to perform the essential job duties and functions as listed below with the overall objective of establishing an execution framework on the project that complies with the contract and ensures the safety, quality, value, timeliness, and Fluor profitability of the completed project.


  • This position performs project management responsibilities on small to medium sized, low to moderate risk engineering, procurement, and construction management (EPCm) or services project (as defined by the Business Line) or on an assigned segment of a larger project, including coordination of design, procurement, and construction activities.
  • When assigned to only a segment of a larger project, this role develops a complete understanding of the contract and any relevant subcontracts in order to provide full support to the project management team.
  • When acting in the role of a Proposal Manager, this position is responsible for leading and managing completion of technical and commercial proposals, providing project planning, means and methods of project execution, schedule preparation, cost estimating, and proposal strategy.


 As Project Manager
  • Ensure Health, Safety and Environmental (HSE) is emphasized throughout all phases of the project
  • Develop a complete understanding of the Fluor prime contract and relevant subcontracts
  • Collaborate in the preparation of the project in accordance with the Fluor contractual obligations, Fluor's Operating System Requirements (OSR) and the relevant Operating System Implementation Plan (OSIP)
  • Ensure project requirements for Baseline Centric Execution, safety, quality, cost, and productivity are met in all locations managed by Fluor where work is being performed
  • Prepare the project baseline (as defined in the OSR) and verify that it is fully documented, updated, and communicated to the project team as appropriate, and match to Fluor contract scope of work and responsibilities
  • Deliver the project in accordance with the project execution and commercial baselines
  • Other duties as assigned
As Proposal Manager- Prepare budget estimates for proposal effort with input from the participating departments and discipline leads

  • Identify team members needed to respond to the bid inquiry
  • Perform a detailed analysis of the bid inquiry to understand the client's requirements and determine the effort needed to complete the written response in the given timeframe
  • Coordinate the clarifications register
  • Develop the Compliance Checklist
  • Complete the Unison Questionnaire (if required)
  • Perform proposal risk assessments
  • Formulate a strategy and plan for the proposal that will result in a winning bid
  • Develop, with assistance from Marketing, a preliminary annotated outline of the proposal
  • Establish a work plan in the form of a proposal activity schedule with milestones and deadlines
  • Establish the project personnel requirements and make sure that each resume highlights experience applicable to the opportunity being pursued
  • Identify involvement of subconsultants and request formal quotations
  • Develop the project execution plan (PEP) appropriate to the scope of the effort
  • Indicate in the proposal any qualifications / assumptions / exceptions / clarifications to the scope
  • Develop the proposed project execution schedule and conduct a schedule risk analysis (high risk projects only)
  • Develop the commercial execution strategy and services estimate including all expenses and anticipated costs
  • Present proposal to Business Line Management for approval prior to submittal to client
  • Prepare responses to client clarifications post tender
  • Prepare and execute a presentation, if requested, by client
  • Conduct an internal lesson learned review of the proposal effort with the proposal team
  • Other duties as assigned

  • Must be authorized to work in the country where the position is located.

Basic Job Requirements

  • Accredited four (4) year degree in Engineering. Preference to Project Manager with Mechanical or Process Engineering background and extensive experience in managing studies
  • Project Management Professional (PMP) certification preferred
  • Ability to communicate effectively with audiences that include but are not limited to management, coworkers, vendors, contractors, and client senior level stakeholders
  • Job related technical knowledge necessary to complete the job specifically Mining studies and experience developing business cases
  • Ability to manage multidisciplinary resources to meet project outcomes
  • Ability to influence a group of diverse individuals, each with their own goals, needs, and perspectives, to work together effectively for the good of a project
