Required Skills and Competencies

Experience in strategy setting, programming and program development. Ability to conceptualize and convey strategic vision from the spectrum of development experience. Experience in the development of technical guidelines and standard operating procedures in results and resource frameworks. Experience in strategic planning, monitoring and reporting. Experience and ability to apply various governance-related development theories to the specific context, including translating strategic orientation principles into effective policy and programme interventions. Experience in interacting with senior officials and influencing senior decision-makers in a development setting. Strong analytical, negotiation and communication skills, including the ability to produce high-quality practical advisory reports and knowledge products. Proven ability to lead a practice area and drive for results with a strong knowledge of results-based management and budgeting. Strong ability to manage teams; create an enabling environment, mentor and develop staff. Demonstrated substantive leadership and ability to integrate knowledge with broader strategic, policy and operational objectives. Excellent computer skills (e.g., Microsoft Word, Excel, PowerPoint, Access, SAP ERP) essential.

Education and Experience:

A Master’s degree in Economics, Finance, Business, Science, Engineering and or any other related field with eight (8) years of relevant work experience in  strategic planning and programming of which three (3) years should be at a supervisory level in within public sector, multilateral institutions, and international non-governmental or similar organizations nationally, regionally and/or internationally. In addition, PMP certification or equivalent project management certification is required.

Or

A Bachelor’s Degree in Economics, Finance, Business, Science, Engineering or any other related field with twelve (12) years of relevant work experience of which seven (7) years should be at a specialist/expert level in strategic planning and programming within public sector, multilateral institutions, and international non-governmental or similar organizations nationally, regionally and/or internationally. In addition, PMP certification or equivalent project management certification is required.
