Introduction
Kukhanya Energy Services is a well-established company, innovative and growing company providing Energy Solution to rural communities in South Africa. We are seeking a suitably qualified and experienced Health and Safety Officer to oversee the day-to-day implementation, monitoring and continuous improvement of the organisation’s Health, Safety and Environmental (HSE) management systems.
The successful candidate will be responsible for promoting a culture of health and safety across the organisation, ensuring compliance with the Occupational Health and Safety Act and applicable regulations, and supporting safe working practices across KES operations, including distributors, installers and subcontractors.
The role also encompasses environmental compliance, with particular emphasis on the safe handling, storage and disposal of batteries and electronic waste. Key responsibilities include conducting workplace inspections, identifying and mitigating risks, investigating incidents, providing HSE guidance and maintaining accurate compliance records and reports.
Duties & Responsibilities
Duties are, but not limited to:
1. H&S management system and legal compliance
- Maintain the H&S policy, safe work procedures and a legal register of the OHS Act, regulations and other requirements that apply to KES.
- Make sure statutory appointments are made and current, for example section 16(2) assistants, H&S representatives, first aiders and fire marshals.
- Set up and run the H&S committee where required, and record decisions and actions.
- Keep registers of incidents, risk assessments, inspections, training, equipment and corrective actions, and keep the company ready for Department of Employment and Labour inspections and external audits.
2. Risk assessment
- Run baseline and task-specific hazard identification and risk assessments for the office, warehouse, vehicles and field work.
- Pay particular attention to solar installation risks: roof work and working at heights, ladders, DC and AC electrical exposure, batteries, manual handling and travel.
- Prepare fall protection plans and method statements where the Construction Regulations require them.
- Review risk assessments after incidents and when methods, sites, equipment or products change, and make sure controls are covered in inductions and toolbox talks.
- Work with the People and Culture Manager on the field-based gender-based violence and harassment (GBVH) risk assessment, and on personal security controls for staff, agents and installers working in the field.
3. Distributor, installer and contractor compliance
- Run H&S onboarding for distributors, their installers and other contractors: safety files, risk assessments, PPE, competency and training records, and medical fitness where legally required.
- Build and maintain a register of COIDA Letters of Good Standing for distributors and contractors, and follow up gaps and expiries.
- Help distributor companies build their own H&S portfolio (COIDA registration, Letter of Good Standing and H&S file).
- Carry out unannounced H&S visits to installers before and during installations, alongside the Operations installation quality-control programme, and record findings and corrective actions.
- Report non-compliant distributors and contractors to the contract owner for restriction or remedial action.
4. Client and government project sites
- Prepare project H&S plans and H&S files in response to client H&S specifications for government and other project work.
- Run site inductions, monitor compliance on site and close out H&S documentation at project completion.
5. Fleet and road safety
- Review vehicle tracking and speeding reports, keep a register of speeding and driving violations, and follow up repeat offenders with line managers and HR.
- Enforce the company driving and travel policy, including curfew, maximum driving hours and rest breaks, and run driver inductions and vehicle handover checks.
- Identify and escalate fatigue, night-travel, hijacking and poor-road risks in journey plans.
6. Incidents and investigations
- Receive and log all injuries, near misses, vehicle incidents and high-potential events involving employees, agents, installers and contractors.
- Lead root-cause investigations and issue reports with findings, corrective actions, owners and deadlines; verify close-out evidence.
- Make statutory incident reports where required, and give HR the information needed for COIDA claims.
- Where an injured person works for a distributor or contractor, work with that employer on reporting and investigation.
7. Warehouse, batteries and e-waste
- Assess and inspect warehouse safety: storage, stacking, lifting, equipment and fire controls.
- Make sure lithium batteries, including damaged and returned units, are stored, contained and handled safely.
- Manage the segregation and storage of e-waste and end-of-life products, use licensed waste service providers, and keep disposal certificates.
- Record annual volumes of end-of-life panels, batteries and electronics, and track KES's obligations under waste legislation with management.
8. Training, emergency preparedness and inspections
- Plan and deliver the annual H&S training calendar: inductions, toolbox talks, working at heights, first aid, fire and road safety; keep attendance and expiry records.
- Maintain emergency plans and run evacuation drills, including arrangements for remote-field incidents, road accidents and rescue from height.
- Carry out scheduled workplace inspections and track findings to close-out.
9. Reporting and shareholder E&S requirements
- Produce a monthly H&S dashboard (injuries, near misses, vehicle incidents, speeding, training, inspections, contractor compliance and open actions) and the H&S section of board reports.
- Implement and keep evidence for the health, safety and environmental actions in shareholder and investor environmental and social action plans, and submit data to the shareholder's reporting systems.
- Prepare for, and host, external E&S and H&S monitoring visits.
Desired Experience & Qualification
- National Diploma or degree in Safety Management, Environmental Health or a related field, or SAMTRAC with relevant experience.
- At least 5 years' experience as an H&S officer, preferably in construction, electrical, renewable energy or field-services environments.
- Working knowledge of the OHS Act, Construction Regulations, General Safety Regulations, Electrical Installation Regulations and COIDA.
- Experience managing contractor safety files and carrying out incident investigations.
- Valid Code B (EB) driver's licence and willingness to travel extensively, including overnight stays.
- Competent in Excel, Word and electronic record keeping.
Advantageous
- Registration with SACPCMP as a Construction Health and Safety Officer, or with SAIOSH.
- Working at heights, first aid and formal incident investigation (root-cause analysis) training.
- Knowledge of waste legislation, including e-waste and battery handling.
- Experience with solar PV or battery storage installations.
- Experience with fleet safety or telematics.
