District HSS Lead x 1 –

Maternal, Adolescent & Child Health Institute NPC, (MatCH) is a non-profit organisation supporting public sector health services. MatCH implements donor funded projects to improve HIV and TB outcomes through providing technical assistance and direct service delivery support. MatCH is looking for a suitably qualified candidate to fill the following position under a project aimed at Achieving and Sustaining HIV/TB Epidemic Control in the Eastern Cape Province – Integrated Service Delivery Response

Location: Buffalo City Metropolitan , Eastern Cape

Type of Contract: Fixed Term Contract ending 31 March 2026

Main purpose of the job : The incumbent will focus on governance, leadership and service delivery to embed sustainability and strengthen Department of Health systems.

Key Responsibilities
• Provide strategic direction and technical support in health system strengthening to the District Department of Health
• Plan, direct and provide guidance and technical support to implement training and supervision
• Participate in and support District teams to present at Quarterly Review Meetings
• Participate in Technical Working Groups and other fora on Health Systems Strengthening
• Lead Quality Improvement at district level including the development of tools, planning and review of assessments performed to evaluate progress achieved in implementation of project plans
• Provide support for the HSS Policy implementation and operationalisation
• Support Districts to conduct HRH reviews and provide support for District Health Planning and Expenditure Reviews to improve resource allocation and efficiency
• Provide technical assistance and support for governance
• Support the development and implementation of Transition Readiness Tools and Assessments
• Facilitate knowledge transfer to District Management Teams and support OP Nerve Centres
• Ensure that all project reports are completed and submitted in accordance with work plans and donor requirements
• Participate in strategic meetings with Embedded District Support Teams and Multi Disciplinary Teams and other stakeholders
• Identify topics for case studies and success stories, and support staff in developing these outputs.Conduct District profiles and staff skills audits

Minimum Qualifications and Experience
• Relevant degree at Masters level
• 6 years relevant experience
• Proven mentorship experience in HIV and TB programmes at facility, sub-district and district level
• Management experience and proven project management abilities in the design, administration, management and implementation of public health programmes, including supervision of staff and reporting
• Previous work experience in primary health care setting with public healthcare system
• Valid drivers license and willingness to travel

Desirable additional education, work experience and personal abilities
• Experience in donor funded organisation and with PEPFAR
• Extensive knowledge of HIV prevention, treatment, care and support programmes
• A good understanding of the South African public health system, including national and provincial health policies and management structures
• Skills to build and maintain relationships with multiple stakeholders
• Excellent facilitation skills
• Proficiency in Microsoft Office (Excel, Word, PowerPoint, Outlook)
• Ability to work with minimal supervision and to be deadline-driven.
