High-Level Overview 

Client:
The client is an international platform dedicated to advancing climate finance and mobilizing capital toward sustainable and transition-related investments. Operating at the intersection of policy, finance, and innovation, the platform collaborates with governments, development finance institutions, and private sector partners to strengthen investment ecosystems across priority sectors including energy, water, and climate technology. 

As part of its mandate, the client is supporting the UAE Ministry of Foreign Affairs in preparations for the United Nations Water Conference UNWC), co-hosted by the UAE and Senegal. In this context, the client is coordinating a series of "Investments for Water" initiatives and events leading up to the Conference. These activities aim to strengthen investment readiness in the global water sector, accelerate blended-finance partnerships, and foster cross-sectoral collaboration. 

Project:
The Program Officer will play a key coordinating role across this event series - supporting planning, stakeholder engagement, and operational delivery to ensure effective alignment between UAE stakeholders, international partners, and the broader 26UNWC process. 

Role and Responsibilities
Role: Program Officer - "Investments for Water" Initiatives
Direct Report: CEO

Key Deliverables: 
  • Program coordination: Plan and manage the delivery of dialogues, workshops, and roundtables, ensuring strategic alignment across all stakeholders. 
  • Stakeholder management: Liaise with international partners including government agencies, multilateral development banks, and private sector entities to ensure coherent implementation. 
  • Event coordination: Plan and oversee logistics for key gatherings, side events and forums related to the water investment agenda. 
  • Communications & visibility: Collaborate with the communications team to enhance visibility and document outcomes across all initiatives. 
  • Program documentation & synthesis: Produce high-quality concept notes, investor briefings, and analytical reports tailored to diverse audiences. 
  • Performance tracking & reporting: Maintain dashboards and progress reports to support internal decision-making and partner communication. 
  • Documentation systems: Maintain structured systems for data management and stakeholder tracking.

Requirements Experience Required:
  • Demonstrated success managing complex, multi-stakeholder initiatives involving governments, DFIs, corporates, and philanthropic organizations. 
  • Proven experience designing, coordinating, or implementing programs related to climate finance or sustainable development. 
  • Skilled at developing strategic materials such as proposals, concept notes, and investment briefings, and synthesizing financial or technical content for senior decision-makers.
Technical Requirements:
  • Familiarity with blended-finance mechanisms, investment facilitation, or water-sector financing preferred. 
  • Proficiency in program management and reporting tools (e.g., Excel, PowerPoint, CRM or dashboard systems). 
  • Excellent written and spoken English; Arabic considered an asset. 
Other Skills:
  • Excellent communicator with diplomacy, discretion, and cultural fluency. 
  • Strong coordination discipline; able to manage multiple concurrent workstreams independently. 
  • Comfortable with ambiguity and able to adjust engagement intensity according to project phase. 
  • Collaborative, proactive, and delivery-oriented mindset. 
  • Ability to manage time and workload flexibly, ramping engagement up or down based on project cycles. 
  • Availability for periodic travel to regional and international locations for key meetings, events, and missions. 


Working Arrangement
Location: Abu Dhabi; Open to candidate outside or Abu Dhabi with periodic in-person participation at key meetings and events
Travel: Required as per project needs; concentrated during event preparation and delivery periods.

Terms of agreement:
Start Date: January 2026
Contracting Period: Fixed contract (1 year); less than full time initially and then ramping
