Our client is a Governmental organisation in the Local Government sector and they seek the services of the Senior Advisor: Built Environment Planning, to be based at their Limpopo Provincial Office, Polokwane.
POSITION CONTEXT
**Internal Operating Environment**
THE ORGANISATION has introduced the concept of a dual career ladder in the organisation, recognizing both management and technical ability as a skill that has value to the organisation. The Advisor career ladder has 5 levels of competence (Advisor (Levels 1-2); Senior Advisor (Levels 3 and 4) and the Specialist at Level 5. Advisors, Senior Advisors and Specialists are found in all areas of the core business.
Advisors in Provinces typically report to a Senior Advisor role with broader responsibility in the respective sector/ professional discipline.
The incumbents are required to work closely with their peers within the core business and support functions to ensure a comprehensive, accurate, relevant and results oriented service offering to Members.
**External Operating Environment**
There are a number of policy directives (National and international) and legislative and regulatory frameworks that govern THE ORGANISATION and the LG Sector. It is important that all Advisors and Senior Advisors develops an increasingly deeper understanding thereof with an ability to understand potential impact on the sector and municipalities.
Advisors need to have a good understanding of how municipalities work and will play a critical role in supporting the development of municipal profiles for increased intelligence and improved decision making.
The biggest challenge of the Advisor levels is to ensure an efficient, effective and relevant service offering to THE ORGANISATION’s members to address critical challenges experienced in the LG Sector.
Advisors are expected to provide advice, guidance and support (in the focused area of responsibility) to member municipalities in strengthening institutional capacity towards becoming more resilient and sustainable and to provide improved services to its citizens. However, as the challenges faced by municipalities are rarely one dimensional, Advisors are expected to develop more generic knowledge and experience across the sector/ professional discipline, to strengthen their ability to support municipalities more effectively.
Whilst Advisors get involved in similar types of work activities as Senior Advisors, they typically perform these activities under the supervision of the Senior Advisor. In many instances they play a supportive role in providing municipalities with the required support, advice and hands-on support, but may be required to handle certain activities independently. Advisors support Senior Advisors in developing content for the working groups and provides support in tracking and implementing resolutions taken in the governance structure meetings.
A key challenge for THE ORGANISATION is to strengthen the expertise and capacity in respective clusters to provide comprehensive and high-quality advisory services to municipalities; and to strengthen communication to members that THE ORGANISATION is recognized by members for the value it adds to LG.
The position requires that incumbents manage service provider relationships and performance for contracted services effectively to ensure high performance and economic value for investments.
JOB PURPOSE:
Implement tailored and best-fit advice, support and solutions to address municipal challenges in the area Public Works, Infrastructure, Roads and Transport.
Monitor and guide on legislative, policy and procedural compliance in municipalities to strengthen the institutional capacity and governance in municipalities.
KEY PERFORMANCE AREAS
**Research and Knowledge Management**
- Collect, categorise and package relevant information for specified tasks and projects.
- Perform benchmarking exercises under guidance from Specialists / Senior Managers within the Built Environment Portfolio.
- Under leadership and guidance of Senior Manager / Specialist, perform research on municipal issues relating to within Public Works, Infrastructure, Roads and Transport
- Gather and channel information to build and update municipal profiles relating to public works, infrastructure, roads and transport
- Co-ordinate knowledge sharing & peer learning activities. This includes but is not limited to developing presentations, packaging of content and information for knowledge sharing and peer learning events.
- Provide updates for THE ORGANISATION’s knowledge portals and website
**Representation at IGR & Other lobbying and Advocacy fora**
Represent municipalities at relevant IGR forums as well as any other lobbying and advocacy platforms
Develop content on relevant issues to inform THE ORGANISATION lobby and advocacy positions.
