**Job Purpose**:
To conduct policy analysis and research and provide technical support to departments in implementing the Provincial Strategic Plan.

**Minimum Requirements**:
An appropriate Master’s degree (NQF Level 8 as recognised by SAQA);
Minimum of 6 years’ experience at a middle management level;
A valid code EB driver’s license (unless prevented by a disability).

**Recommendation**:
Experience conducting policy research / analysis and participating in / contributing to public policy or strategy development processes.

**Key Performance Areas**:
Strategic guidance and advice with respect to policy analysis and research. This includes the following broad areas of service delivery:

- High level policy development, analysis and research services.
- Analyse national and provincial policy and strategy developments and prepare responses and outline implications for the province.
- Facilitate the development of transversal provincial policies as may be required (including stakeholder consultation).
- Ensure that WCG legislation, policies and strategies align with the Provincial Strategic Plan and other relevant strategies.
- Provide capacity building and support to WCG departments in innovative policy development, planning and research.
- Advise on the alignment of departmental strategic and annual performance plans, as well as integrated development plans, with provincial strategic priorities.
- Facilitate the development and periodic review of the provincial strategic plan in line with prescribed strategic planning and budgetary processes.
- Advise, in consultation with Provincial Treasury, on the policy prioritisation of the provincial budget in line with provincial strategic priorities.
- Engage with internal and external stakeholders on policy and strategy issues.
- Monitor, review and analyse the implementation of the provincial strategic plan and priorities.
- Develop and manage the strategic and business plans of the Directorate.
- Participe in the recruitment of staff.
- Actively manage the performance, evaluation and rewarding of staff within the Directorate.
- Assume direct responsibility for the efficient, economic and effective control and management of the Directorate’s budget and expenditure.

- Knowledge of provincial executive support systems and services.
- Knowledge of the policies of the government of the day.
- Knowledge of policy and strategy development, strategy management and strategy monitoring and review processes.
- Knowledge of human resource management and financial management processes.
- Excellent networking and network formation skills.
- Strong conceptual and formulation skills.
- Team building and strong inter-personal skills.
- Excellent communication skills (verbal and written).
- Outstanding planning, organising and people management skills.
- Computer literacy.

**Remuneration**:
R 1,073 187.00 per annum (Level 13) (All-inclusive package to be structured in accordance with the rules for SMS).
