One of the biggest short-term insurance company based in Sandton is looking for a Strategic Sourcing Specialist to join their team.**Purpose of the Role**
Provide Procurement/ Supply Chain Management services ensuring compliance with legislative and regulatory framework. To provide specialist knowledge and educate business units regarding standard procurement policies and procedure, and to support the internal stakeholders in achieving their procurement business results through appropriate engagement with relevant vendors.

**Key Responsibilities**: Business Partnering**
- Communicate effectively with employees at all levels in the organization, external business partners and vendors to build and maintain stakeholder relationships.
- Build and maintain relationships with internal business units.
- Drive Supplier Relationship Management in managing supplier relationships to ensure collaboration throughout the procurement processes.
- Manage Supplier relationships by establishing and maintaining rapport with all levels of supplier personnel and internal customers.
- Ensure that work is delivered consistently to plan through regular progress update meetings with business.

**Tender/Bid and Request for Quotation Process Management**
- Manage the tender/bid processes for all departments. Strong IT procurement experience is preferred. Strong Strategic Sourcing experience is an added advantage.
- Confirm that all service providers comply with all procurement legislation including Treasury Regulations, the PFMA, and BBBEE regulations and National Treasury regulations and requirements.
- Prepare governance / compliance report.
- Review vendor credentials to ensure compliance.
- To be part of the evaluation committee in a technical advisory role.
- Receive Quotations/ Proposals from bidders and register them appropriately.
- Facilitate evaluation committee meetings in line with current procedures.
- Distribute proposals to bid evaluation committee members.
- Distribute scorecards to bid evaluation committee members. Evaluate accuracy of scorecards.
- Prepare Price and Specific Goal evaluations.
- Prepare quality procurement reports in acceptable templates.
- Prepare agenda.
- Prepare minutes.
- Receive signed completed scorecards.
- Prepare consolidation and arrange it to be signed.
- Prepare regret/ award letters.
- Monitor projects against procurement plan.
- Confirm there is budget to procure.
- Keep records in line with current procedures.

**Negotiate Tender/Bid/ Request for Quotation (RFQ) Deals**
- Responsible for negotiating contracts with suppliers.
- Negotiate pricing, quantity, and delivery schedules.
- Negotiate changes in the sourcing process, responsible for renegotiating new contracts as well.
- Promote and maintain Supplier/s database capable of meeting quality, cost, timing and technological expectations.

**Draft contracts**
- Sourcing Specialist supports the drafting of contracts by Legal and ensures contracts are prepared in line with the conditions of approval.

**Perform ad hoc tasks**
- Perform any reasonable task as and when required by line manager

**Minimum experience & qualifications required**
- 3-year degree/ NQF level 7 qualification in procurement
- At least five 5 years procurement experience, preferably with PFMA and National
Treasury background
