**_ Position Purpose:_**
- The Senior Specialist
- Governance is responsible for driving the implementation of iSCM policies, governance processes
and procedures, standards, legal compliance and risk management. Other responsibilities include:
- Provide support when establishing iSCM governance structures to ensure compliance with the Public Finance Management
Act (PFMA) & related regulations.
- Assisting by providing governance support and expertise to the Group-wide and Operating Divisions Supply Management
functions.
- Provide support in execution of training related to the policies, governance, compliance and risk management.
- Ensuring compliance to Transnet’s Supply Chain policy, governance, compliance and risk management frameworks at
Operating Divisions.
- Managing and facilitating ongoing compliance to procurement controls and standards
**_Position outputs:_**
1.Strategic leadership of Governance:
- Plan, articulate and create focus around the medium and long term strategic direction for sourcing in Transnet, within the
2.Oversight of Governance function:
- Enforce standards and standardisation with regard to overall Governance processes (these standards are contemplated in
the Gov COE and ratified by the iSCM Council, before implementation).
- Support consistent supplier relationship management (SRM) strategies, processes and systems across Transnet, including
monitoring, reviewing and reporting on SLAs.
- Support supplier development initiatives as part of governance, in close collaboration with the Supplier Development COE.
- Provide governance into procurement strategies.
- Provide second line of assurance on SCM processes.
- Support the implementation of Combined Assurance in SCM.
- Support the effective implementation of the Divisional Bid Adjudication Committee and Central Bid Adjudication Committee
including providing assurance to these structures on matters tabled at them.
- 3. Functional leadership and management:
- Within the context of the new iSCM Strategy and business objectives, provide functional support to leadership and
management for Governance. (Mediate on conflict points between governance teams and other functions of iSCM within the
- Transnet Group, including end-users and external stakeholders.
- Ensure good governance in all aspects of overall Sourcing programme by monitoring BCCs, maintaining close integration
and cooperation with the Governance and other relevant COEs.
- 4. Manage strategic initiatives:
- Accountable for delivery of the Gov COE;
- Monitor progress against budget, delivery of benefits targets and action plans for governance initiatives, using the Business
Intelligence (BI) process established as part of iSCM;
- Report on the overall performance of Gov COE within Transnet structures.
- Highlight achievement of strategic and tactical targets on a monthly, quarterly and annual basis on divisional and group
levels.
- 5. Stakeholder management:
- Communicate the vision and objectives of Governance to internal and external supplier management (SM) stakeholders.
- Provide support by ensuring the effective integration between Governance and the other components of iSCM;
- Provide support by ensuring integration with other COEs.
- Provide strategic support to category managers and commodity teams as part of the overall Strategic Sourcing programme.
- Act as the liaison and executing officer for the directives, mandates and initiatives set by the iSCM Council and other bodies
and persons in authority.
- Provide regular feedback on progress and highlight or escalate snags and problems immediately as they occur.
6. Capability development:
- Drive capability development initiatives for Governance across Transnet.
- Support succession planning in the Governance function as part of talent management across Transnet.
