SHOUT-IT-NOW uses innovative social behaviour change approaches to effectively engage youth and create demand for our health and wellbeing services. We offer a range of health services, currently focused on sexual and reproductive health, via a variety of convenient channels, primarily mobile vans. We also aim to connect youth via referrals and linkages to a range of other health and well-being services, including behavioural and livelihoods programs that are offered through partners. Custom technology enables SHOUT-IT-NOW to effectively use real-time data to generate insights and inform our program design—our youth engagement, communications and service delivery strategies—and to give youth easy access to programs offered by our ecosystem partners. Importantly, we take a client-centered peer-lead approach, involving youth in all aspects of our work.

We are looking for a **Chief Program Officer**, a thought leader in the Global Health sector, to join our team based in our **Centurion Office**. This position reports directly to the Chief Executive Officer. **This is strictly an Employment Equity (EE) appointment.**

**Reports to**:Chief Executive Officer **Office**: Centurion, Gauteng
**Mandate**:The CPO leads and oversees clinical and technical experts in public health as well as the SIEL team. Responsible for providing executive-level global public health technical and clinical strategic direction for Shout. Develop and influence thinking on global health trends and advise on policy and strategy for the sustainable growth of the organisation locally and regionally as well enhance the track record of excellence and leadership in the field of public health.

**Key Responsibilities**:

- Engage at a strategic level with partners and key stakeholders.
- Set public health standards for client services to ensure an ongoing provision of excellent public health programming that integrates research into practice.
- Conceptualise and execute new health services that enables prevention and care needs for target populations, in line with Shout’s strategic intent.
- Develop and implement systems to measure and report on the impact and knowledge generation of Shout’s health work.
- Sustain growth and development of the organization through contribution to a stable project pipeline in local and Global Health.
- Develop and drive strategic health services plans based on what funders, government and Shout-It-Now requirements.
- Dissemination of knowledge and key outcomes of Shout’s programmativ work through publications and presentations in global academic and non-academic media and platforms and other relevant key stakeholders (i.e government and/or funders).
- Achieve assigned operational objectives and outputs as determined by Shout’s Strategic Pillars, work plans and Scorecard.
- Lead the development and execution of effective and efficient systems and process to support delivery of high-quality care and prevention services.
- Positively positioning Shout and its work to all its stakeholders and representing Shout in relevant local and international forums and thought leadership bodies.
- Contribute to the maintenance of an exemplary, auditable governance, risk and compliance environment across the organisation.
- Promote and embed a culture of innovation, best practice, quality improvement and measurable outcomes.
- Ensure all programmes are aligned and comply to national, and funder international to statutory guidelines.
- Lead a coordinated cohort of credible organisational-level technical specialists and Head of Programmes with skills in various aspects of Global Health, available and working across the operations of the organisation.
- Responsible for staff development, staff performance, succession planning and career growth plus any other development of delegated teams within your department.
- Drive the Shout culture and vision.
- Develop budget for the Operations function and monitor expenditure against budget, ensuring that only authorised overspending is approved in accordance with Procedures.

**Relevant Qualification Required**:

- Bachelor’s degree in social sciences or public health related field coupled with demonstrated not less than 15 year’s field experience in leading international donor funded public health programs, especially in Southern Africa.

**OR**:

- MBChB or MD, with a Master’s in public health (or related field) and demonstrated not less than 5 years working field experience leading international donor funded public health programs, specifically in Southern Africa.

**Advantageous**
- PhD/ Doctoral degree in Public Health related field of study.
