Specialist Programme Manager

**Core Description**:
Responsible for providing programme management for large scale projects within Openserve. Manage projects across the

greater value chain to ensure end to end alignment. Support the Openserve PMO in improving processes, standards and policies.

Provide input and support in the management of programmes where required. Manage the entire project life cycle (initiating, planning, executing, monitoring and controlling and closing). Report and present projects and progress to exco.

**Responsibilities**:

- Establish governance, Steering Committee, Core Team meeting forums to communicate programme/ project objectives and status
- Produce, communicate and maintain a Project Management Plan
- Implement and maintain best practice Programme/ Project Management methodologies and principles
- Update Project Management tracking tools and monitor project delivery in terms of financial spend and productivity
- Proactively track and manage project schedule deliverables ensuring tasks are delivered on time and deadlines are met
- Establish cross functional project teams and manage cross functional and master schedules to ensure alignment across projects
- Liaise/ negotiate integration of cross-functional issues and dependencies
- Proactively identify changes in work scope and ensure appropriate planning measures are taken with internal and external stakeholders to reassess
- and amend the scope of work requirements, budget and timeline
- Generate applicable Programme and Project reports and dashboards
- Analyze risk and issues, establish contingency plans and identify trigger events and responsibilities for initiating mitigating action
- Gain acceptance and sign-off by all parties when closure is attained
- Manage relationship with project stakeholders, including internal and external clients, keeping stakeholders informed of progress and issues in order to manage expectations on all project requirements and deliverables
- Negotiate resources and time allocated to projects
- Ensure continuous improvements in processes and procedures
- Manage and communicate a clear vision of the programme/ project objectives and motivate the project team to achieve the objectives
- Create a programme/ project environment that enables peak performance by team members
- Coach to clarify assignments and deliverables to project team
- Review quality of work and manage integration of team members' work
- Provide performance input to project team
- Contribute/ assist in the re-engineering of the processes in the PM
- Ensure that vendors and contractors deliver and perform according to their formal contract and communicate Telkom governance processes clearly to the vendors
- Assist in creating the project budget and ensure that all costs are captured and allocated correctly

**Qualifications**:
Relevant 3 year degree/ diploma (at least NQF level 6)

**Experience**:
5 years relevant experience. Project/ Programme Management experience will be an advantage.

**Special Requirements**:

- Proven track record to prepare and present project plans and progress to Exec/C-level
- Detailed understanding of a Telecommunication’s electronic network and associated workflows
- Knowledge of the Packet (IP/ME) or Optical Transport network will be an advantage.
- May be required to work overtime or hold project meetings after hours
- Valid driver's license
- Willing to travel
