**Job Purpose**: Responsible for strategic planning (annual performance planning and five-year strategic planning), external environment intelligence and analysis, operational planning (business unit operational planning and annual operational planning) and secretariat for the Operational Committee (‘OpsCom’).
**Minimum Requirements**:
**Qualification and Experience**
- Three (3)-year degree in social or natural science

- Five (5) years’ experience working in operational planning or research, development and innovation programme management or related (e.g. performance monitoring)

**Duties and Responsibilities**:
**Financial Perspective**
- Manage the supply chain/procurement process of soliciting specialist research reports
- Manage the costs relates to logistics of annual strategic planning events (Senior Management Team, Exco and/or Exco-Board level)
- Provide inputs into development of the business unit budget
**Stakeholder Management**
- Maintain good relations with key internal stakeholders - Executives, Heads of Business Units, Portfolio Managers and Coordinators
- Maintain good relations with key external stakeholders - DSI, DPME, external auditor and others
- Maintain personal and professional networks and participate in the activities of professional organisations in the NSI
**Internal Processes**
- Support the coordination and development of TIA’s five-year Strategic Plan
- Lead the development of TIA’s Annual Performance Plan, including engaging with the report editing and designing external service provider
- Lead the coordination of the development of Operational Plans for all business units
- Lead the development of TIA’s Annual Operational Plan
- Act as Secretariat for OpsCom
- Undertake external environment analysis as an input for TIA’s strategic planning and reporting process using conventional and non-conventional tools (e.g. SWOT, PESTEL and socio-technical systems analysis)
- Undertake STI policy analysis for the Board Technical Committee
- Assess policy developments relevant to TIA, including the Presidential state of the nation address, National Treasury and DSI budget speeches, and other major developments potentially impacting on the NSI
- Maintained detailed records of plans developed and related documents on Sedibeng (Sharepoint)
- Identify, manage and coordinate the implementation of knowledge systems, tools and initiatives to improve the performance of TIA
- Ensure that the unit's planning standard operating procedure/s are updated
- Respond to internal and external audit findings
