Procurement /sourcing Specialist

Job DescriptionThe PPECB has an exciting opportunity for a Sourcing Specialist to join us and serve our purpose of providing product integrity for South Africa's agricultural exports. The role is for a fixed-term period of 10 months and the incumbent will be responsible for assisting with projects and ad hoc deliverables over the said period. It will entail executing the full strategic procurement cycle with regard to implementing the sourcing plans and tactics to effectively manage the assigned portfolio category and other associated strategic sourcing activities. An important aspect of the role is maximizing supplier performance, managing cost and supporting the PPECB’s strategic objectives.

**Main Responsibilities**:

- Analysing spend and formulating category strategies that will lead to benefits (costs reduction or cost avoidance and quality service) without causing supply risks.
- Analysis of commodity specific data and trends to obtain understanding of the Total Cost of Ownership (TCO).
- Perform market research and analysis to identify opportunities and appropriate sourcing strategies.
- Develop and execute sourcing strategies for respective commodities with clear benefits for PPECB.
- Responsible for handling tenders (RFTs/RFPs/RFQs/RFIs),
- Manage the entire strategic sourcing value chain in terms of service requests received from client departments up to the point of delivery of goods and services.
- Generally work closely with internal business clients to support their procurement needs.
- Optimise sourcing per category through cross -functional value teams to manage and mitigate commercial, technical and security of supply risk.
- Ensuring the exploitation of synergies with on-going expenditure, through the use of advanced procurement processes, techniques and methods to optimise procurement performance.
- Being responsive to stakeholder/client requests, displaying flexibility, keeping the stakeholder/client updated at all times.
- Evaluate key suppliers and management of group contracts and supplier performance.
- Ensure availability and continuous supply of key commodities to the Company and savings thereof.
- Negotiate annual pricing adjustments on contracts according to agreed mandates.
- Source goods and services in accordance with the procurement policy and procedure of the PPECB, relevant legislation and regulations of National Treasury.
- Develop and implement enterprise supplier development opportunities and ensure achievement of BBBEE targets.
- Build and maintain supplier relations with suppliers of assigned commodities
- Maintain relevant monthly progress and category reports (including procurement age analysis, category benefits, cost savings, irregularities, supplier performance and BBBEE spend) to measure efficiencies.
- Ensure the 5 procurement rights are met all the time.
- Perform other ad hoc duties as assigned.
- Job Requirements**Qualification**:

- A National Diploma/Degree in Procurement / Purchasing / Supply Chain / Commercial related.

**Experience**:

- 3 - 4 years' experience in relevant procurement or strategic sourcing.
- 2 years' experience working with tenders, contracts and projects.
