**Job Advert Summary**:
Responsible for driving the implementation of the Agriculture Bio-Innovation Partnership Programme (ABIPP) in line with contract and managed within the Agriculture Unit in TIA. The role will entail design, development and implementation of sub-programmes and projects to support implementation of ABIPP. Provide input towards strategic alignment of the ABIPP to enable execution of the Bio-Economy Strategy through development and implementation of the Annual Work Plans. Ensure that the delivery of ABIPP is in line with the Agriculture sector needs and National Priorities. Provide input towards strategic leadership and support to the ABIPP Steering Committee and its Sub-committees and ensure that ABIPP delivers on its mandate.

**Minimum Requirements**:
**Qualification**
- Relevant Postgraduate degree qualification in (Biotech or Agricultural Sciences) and in addition, a Business Management qualification would be an advantage

**Work Experience**
- 3 to 5 years of Programme planning and/or Programme management experience in Agriculture or similar project management.

**Duties and Responsibilities**:
**Programme Planning, Management and Reporting**
- Facilitate feasibility and the scoping of the new project(s) in collaboration with DSI, TIA and ABIPP Steering Committee.
- Draw up and issue formal documentation to external parties (collaborators, 3rd parties, implementation partners, ABIPP committees and Sub-committees).
- Create in collaboration and consultation with relevant Portfolio Managers in TIA a detailed Annual Work Plan which identifies and sequences the activities needed to successfully execute the ABIPP project.
- In collaboration and consultation with relevant Portfolio Managers at TIA coordinate implementation, determine the resources (time, money, equipment, etc) required to complete the ABIPP project.
- Facilitate review of the ABIPP project(s) in consultation with relevant Portfolio Managers and all other staff that will be affected by the project activities; revise the schedule as required.
- Management and reporting of ABIPP finances in consultation with Portfolio Managers.
- Coordinate and facilitate new project(s) or programme approvals in consultation with relevant Portfolio Managers.
- Reporting as set in the approved ABIPP Terms of Reference.
- Resourcing the ABIPP sub-programmes or project(s) - based on programme continuation and requirements.
- In consultation with the DSI, TIA and/or ABIPP Steering Committee recruit, interview and select panel of experts, advisors and/or volunteers with appropriate skills for the project activities.
- Manage ABIPP sub-programme advisory panel, experts and/or volunteers according to the established policies and practices of the organization.
- Ensure that personnel files are properly maintained and kept confidential.
- Ensure that all project personnel receive an appropriate orientation to the organization and the project.
- Contract qualified consultants to work on the project as appropriat.

**Implement the project(s) or sub-programme(s) under the ABIPP.**
- Develop forms and records to document programme activities - be able to track the progress at any given point in time.
- Set up files/databases to ensure that all project information is appropriately documented and secured.
- Monitor the progress of the project and adjust, process alignment as necessary to ensure the successful completion of the project on time and on schedule and as aligned to the signed contract commitments of ABIPP.
- Establish a communication schedule to update stakeholders including appropriate staff in the organization on the progress of the project.
- Consolidate and Review the sub-programme reports on the work completed in consultation with the Portfolio Managers and Implementation partners on a regular basis to ensure that it meets the programme set goals and standards.
- Provide updates to the ABIPP Steering Committee, as well as DSI - as required on an adhoc basis - on project and programme progress and work with DSI and TIA to resolve bottlenecks as quickly as possible.
