As the key financial and administrative leader, you will oversee the entire Jhpiego South Africa country program, including sub-offices. Your primary responsibility will be to train, supervise, mentor, and coach staff members to enhance their capacities and potential. You will recognize outstanding performance and areas for development while fostering a collaborative team approach.

Management

You will propose and lead structural or management changes in the finance and administration teams to ensure a more effective and productive working environment. You will delegate tasks appropriately and ensure the implementation of sound financial and administrative systems and processes. Your goal is to maintain smooth operations in the country and sub-offices.

Other key responsibilities include leading the development and implementation of financial policies and procedures, ensuring compliance with General Accepted Accounting Principles and regulations, and maintaining an up-to-date knowledge of changes to national laws and regulations. You will also lead by example in cost-effectiveness and cost-efficiency in operations across all programs.

Financial Management and Compliance

You will ensure all projects are compliant with award terms and conditions, conduct regular compliance checks, and orient project staff in award management. You will build their capacity to manage donor-funded awards and have a sound understanding of sponsored funds, general funds, service centers, and F&A rates. You will apply these rates and ensure understanding amongst colleagues. You will also resolve complex contractual issues regarding terms and conditions of contractual documents and provide support in negotiating the terms and conditions of awards, contracts, and grants.

Financial Integrity and Internal Controls

You will ensure the financial integrity of data in QuickBooks, closely review financial transactions for allowability and allocability, and ensure financial transactions are recorded accurately in QuickBooks. You will also ensure compliance with Government of South Africa legal and statutory requirements, develop and implement internal control systems, conduct risk assessments, and support the tracking of cost-share expenses as required by the award.

Reporting and Compliance

You will ensure reporting requirements as per JHU, Jhpiego, donor, and government standards. You will also ensure that all procurement procedures and processes adhere to donor requirements, including where required waivers and prior approval. You will conduct the final review of end-of-month/end-of-year financial reports, payroll prior to submission to the CD, oversee lease agreements and other contracted vendor agreements, and manage the IT team to ensure adequate IT support and resources as needed.
