Overview

The Western Cape Government seeks a seasoned Financial Asset Manager to join our team in the Department of Public Works.

Salary

We offer a competitive salary of R per annum (Salary level 8), plus service benefits and obligations for qualifying employees, including medical assistance, housing assistance, pension-fund contributions, etc.

Job Description

As a Financial Asset Manager, you will be responsible for implementing the asset management system, including establishing and implementing asset management unit policies and procedures. You will develop and maintain strategic and annual asset management plans aligned with the department's strategy and budget, in consultation with Public Works where applicable.

You will also:

  • Develop and maintain asset registers, including acquisitions, maintenance management, transfers, and valuations;
  • Develop asset needs assessment, acquisition management, operational, and disposal plans and execute asset verification, investigate, and report on variances, make necessary recommendations to resolve discrepancies and update the asset register;
  • Develop, implement, and manage mechanisms to safeguard assets, prepare monthly reconciliation with supporting schedules for the asset registers to the relevant accounting records, and resolve uncleared items;
  • Prepare business plans for the lifecycle of assets, including an analysis of pricing options using lifecycle costs, as well as recommendations on the most appropriate asset solution.

Competencies

To succeed in this role, you will require knowledge of:

  • Accounting;
  • SCOA;
  • PFMA;
  • LOGIS; and
  • Asset Management.

You will also need skills in monitoring and evaluation methods, tools, and techniques, verbal and written communication skills, ability to work under pressure, meet deadlines, analytical, planning, and organizing skills, reliable, self-disciplined, and dedicated.

Others

Candidates shortlisted will be required to submit documentation for verification purposes and criminal record vetting. They will also be required to attend interviews on a date and time determined by the department and may undergo competency assessments/proficiency tests. The selection process will be guided by the EE targets of the employing department.
