Job Overview

The Financial Intelligence Centre is seeking a highly skilled Talent Management Officer to join its team. As a key member of the organization, you will be responsible for executing and supporting the development, promotion, implementation, and monitoring of talent management solutions in line with the talent management strategy and framework.

This role involves working closely with the TM Manager and Specialist to contribute to the development and implementation of various talent management initiatives. You will also provide operational and standard technical support to the talent management function in line with the talent management framework.

Key Responsibilities
  1. Talent Management Operations: You will be responsible for the execution and maintenance of talent management processes, ensuring that they are aligned with the company's goals and objectives.
  2. TM Initiatives: In collaboration with the TM Manager and Specialist, you will contribute to the development and implementation of various talent management initiatives, including onboarding sessions, corporate learning and training sessions, and learning forums.
  3. Technical Support: You will provide operational and standard technical support to the talent management function, ensuring that all systems and tools are functioning efficiently.
  4. Facilitation and Coordination: You will plan, organize, and facilitate various talent management activities, such as onboarding sessions, corporate learning and training sessions, and learning forums.
  5. FIC Onboarding Program: You will coordinate and execute the end-to-end implementation of the FIC onboarding program.
  6. Learning Needs Analysis: You will organize and support learning needs analysis exercises by administering surveys, organizing focus groups, or brainstorming sessions.
  7. Advice and Support: You will provide advice and support to employees and relevant stakeholders with regards to learning and talent management interventions in compliance with the talent management strategy, framework, and relevant policies and procedures.
  8. Talent Projects: You will provide support to talent projects as assigned, including scheduling engagements, preparing technical documents, and aligning efforts with all FIC frameworks.
Research, Analytics, Reporting, and Monitoring
  1. Data Analysis: You will research, analyze, and present data to support the development of strategies and initiatives such as workforce planning, talent acquisition, onboarding, learning and development, performance management, and succession planning.
  2. Presentation and Reporting: You will prepare various presentations, handouts, working tools, or other materials related to talent management as required.
  3. Process Improvement: You will consistently look for ways to improve, simplify, and bring creative solutions to talent management issues within the team and to the benefit of the organization.
  4. Statutory Reports: You will compile statutory reports required by applicable SETA for submission.
  5. TM Framework Development: You will contribute to the development of the talent management framework, policies, processes, and tools.
  6. Data Analysis and Reporting: You will compile and analyze quantitative and qualitative data, producing relevant learning and development and talent management reports as required and assigned.
  7. Progress Tracking: You will consolidate and report on personal development plans and/or talent information as directed.
  8. Return on Investment Assessment: You will use approved tools to assess and measure the return on investment/effectiveness of learning and development and talent-related solutions.
System Administration and Information Management
  1. Talent Databases: You will develop and maintain talent databases.
  2. Data Integrity: You will maintain the integrity of the data by controlling, verifying, and analyzing data and information, ensuring accurate information, records, and reports in cooperation with HR operations and management.
  3. TM System Administration: You will ensure access, reports, and functionalities are configured to meet the needs of FIC.
  4. Content Development: You will develop content and ensure the talent management information on intranet web pages is current and contributes to the content and updates of the external career portal webpages.
  5. Custom Reports and Queries: You will create custom reports and queries as required and analyze the information to provide insights to the talent management function and management.
Education, Skills, and Experience
  1. Human Resources Degree: A Human Resources degree (NQF level 7 or above) is required.
  2. Postgraduate Qualification: A postgraduate qualification (NQF level 8 or above) will be advantageous.
  3. Certifications: Certifications such as the Talent Management Practitioner (TMP) by Talent Management Institute & Associate Professional in Talent Development (APTD) will be advantageous.
Skills and Knowledge
  1. Legislations and Regulations: Knowledge of skills development legislations and regulations is essential.
  2. Computer Proficiency: Intermediate computer proficiency in MS Word, MS PowerPoint, and Excel is required.
  3. HRIS Proficiency: Human Information System (HRIS) proficiency is necessary.
  4. Communication: Verbal and written communication skills are crucial.
  5. Collaboration: Collaboration and teamwork skills are essential.
Experience
  1. Talent Management Experience: At least 3 years' experience in talent management is required.
  2. Talent Development Experience: At least 3 years' experience in talent development is required.
  3. People Data Analytics and Reporting Experience: At least 3 years' experience in people data analytics and reporting is required.
  4. TM Tools Development Experience: At least 3 years' experience in developing talent management tools is required.
