Job Title: Chief Financial Officer

We are seeking a highly skilled and experienced Chief Financial Officer to join our team at the National Regulator for Compulsory Specifications.

Job Summary

The successful candidate will be responsible for leading and directing the financial services and supply chain management functions within the organization. This includes ensuring the long-term financial health of the National Regulator for Compulsory Specifications through the introduction of appropriate financial, accounting, and procurement systems, processes, procedures, policies, and internal controls.

Key Responsibilities
  1. Develop and implement financial strategies to ensure the long-term financial sustainability of the organization.
  2. Lead and direct the provision of financial management services, including budgeting, forecasting, and financial reporting.
  3. Oversee the provisioning of supply chain management services, including procurement, logistics, and inventory management.
  4. Provide strategic leadership to the Business Unit, ensuring alignment with the organization's overall strategy and goals.
  5. Provide financial advice and liaison with various stakeholders, including the Executive Committee, Audit and Risk Committee, and external auditors.
  6. Ensure compliance with corporate governance and regulatory requirements.
Requirements

The ideal candidate will have a Bachelor of Commerce Honours degree or equivalent, and be a qualified Chartered Accountant registered with the South African Institute of Chartered Accountants (SAICA). They will also have at least 10 years' experience in financial management, with at least 5 years in a strategic financial management role, preferably in the public sector.

The candidate will have in-depth knowledge of finance as a discipline, including SCM, budgeting, payroll, asset management, and financial management within a government entity. They will also have knowledge of the Public Finance Management Act (PFMA), National Treasury Regulations, King Report, Supply Chain Management, and Preferential Procurement Policy Framework Act.
