Job Description

We are seeking a highly skilled and experienced Sectional Title Manager to join our team at Staff Solutions Recruitment.

About the Role

This is an exciting opportunity for a seasoned professional to take on a challenging role in managing Sectional Title Schemes and Homeowners Associations. As a Portfolio Officer, you will be responsible for ensuring the efficient and effective administration of these complexes, as well as overseeing related processes.

Key Responsibilities
  • Administration and Management: Ensure all records are up-to-date, including owner details, management agreements, minute books, fire certificate renewals, insurance policies, and more.
  • Meeting Coordination: Arrange, attend, and minute relevant HOA and BC meetings, execute instructions, and distribute minutes timely.
  • Action Item Follow-up: Attend to any action items arising from complex meetings.
  • Debit Order Forms and Levy Recoveries: Assist with the signing of debit order forms and levy recoveries.
  • Owner Queries: Respond to owner queries efficiently.
Financial Administration
  • Annual Budgets: Prepare annual budgets for all HOA and BC.
  • Annual Financial Statements: Assist with the preparation of the Annual Financial Statements for all HOA and BC.
  • Insurance Management: Ensure adequate property insurance is in place and oversee the submission and management of insurance claims.
  • Levy Clearance Certificates: Oversee the preparation of levy clearance certificates and sign off on change of ownerships on MDA.
  • Invoices and Payments: Sign-off of invoices for processing and payment.
  • Billing and Utility Management: Prepare for and run billing raising utility charges where required, manage utility accounts, and undertake credit control within complexes under management.
Reporting and Review
  • Monthly Reports: Prepare and distribute a monthly report to Trustees.
  • Management Accounts: Distribute monthly management accounts to all BC and HOA within the deadline date.
Complex Wellness
  • Site Visits and SLAs: Conduct regular site visits and manage Service Level Agreements.
  • Service Provider Oversight: Oversee the appointment and performance of service providers, ensuring expenditure is in line with budget.
  • Ad-Hoc Service Providers: Manage ad-hoc service providers.
  • Maintenance Issues: Record maintenance issues and open work orders.
  • Expenditure Control: Ensure expenditure of work orders issued is in line with budgets.
  • Cyclic Complex Visits: Conduct cyclic complex visits and report on wellness.
Financial Risk Management
  • Municipal Processes: Oversee municipal-related processes, comparing charges to the budget.
  • Budget Authorization: Prepare budgets and authorize expenditure for the department.
  • Risk Analysis: Analyze and formulate responses to all risks associated with the region.
  • Additional Duties: Perform all duties within your vocational abilities as requested and carry out any other ad hoc duties as required by management.
  • Liaison: Liaise with different personnel to prevent delays and ensure timely delivery.
Estimated Salary: R250,000 - R300,000 per annum

This salary range is based on industry standards and the level of experience required for this role.
